The house is one of the primary needs that must be met by Indonesian people who do not meet livable standards. One of the efforts to be carried out in the infrastructure section, aims so that people get a decent place to live. To realize having a livable house must be planned and prepared properly. This research is reviewed from the problem of many houses that do not yet have decent housing standards. The Government's Self-Help Housing Stimulant Assistance (BSPS) is intended to encourage and increase the self-sufficiency of low-income people in improving the quality of their homes, as seen from the quality of roofs, floors and walls of the house along with infrastructure, public facilities and facilities that meet health, safety, comfort requirements. and bathroom facilities. In the BSPS program as an alternative to poverty alleviation policies by providing direct material assistance for the housing construction process. Based on the intent of the BSPS program objectives according to the BSPS program implementation team in Indonesia, especially in Rembang Regency, the aim of the BSPS program is to improve the quality of life of low-income people to obtain livable housing. that most people respond well to the BSPS program in Japrejo Village and Sumberejo Village Recipients of the Self-Help Housing Stimulant Assistance Program (BSPS), however, it is not uncommon for people to refuse due to limited funds which are considered insufficient. The aim of this research is to determine management and the influencing factors. Qualitative research method with data sources namely primary and secondary data, data collection techniques based on observation, interviews, documentation and analysis. The result of the author’s research are that the management of distribution of livable housing assistance during the Covid-19 pandemic in Pekanbaru City, Riau Province is still not effective. The lack of innovation and quick solutions in distribution management during the Covid-19 pandemic has made distribution management less effective. There are still many deficiencies found, such as in providing socialization and registration for recipients of livable housing, assistance, it still uses a manual system and has obstacles, namely changes in distribution targets, distribution procedures that are not yet effective and the management of infrastructure is not in accordance with the budget provided, due to the impact due to the Covid-19 outbreak, the budget allocated was cut to handle Covid-19, but in the field the facilities avaulable to recipients of livable housing assistance were incomplet.

Pengadaan perumahan sangat diperlukan terutama di negara-negara dengan jumlah penduduk yang tinggi khsusnya Indonesia. Akan tetapi masalah ekonomi menjadi salah satu indikator penghambat pengadaan perumahan. Selanjutnya masyarakat berpenghasilan rendah adalah masyarakat yang mempunyai keterbatasan hunian sehingga perlu mendapat dukungan pemerintah untuk memperoleh rumah untuk dihuni. Undang-Undang Nomor 1 Tahun 2011 tentang perumahan dan kawasan pemukiman. Persoalan penyediaan perumahan masyarakat berpenghasilan rendah di kawasan perkotaan umumnya berkaitan dengan harga tanah yang sudah terlalu tinggi. Oleh karena itu, diperlukan peran pemerintah yang lebih besar dalam menjamin pemenuhan perumahan bagi seluruh kelompok masyarakat agar hak mereka sebagai warga Negara dapat terpenuhi untuk memenuhi kehidupan yang layak. Perumahan masyarakat berpenghasilan rendah memiliki beberapa kondisi hunian yang bervariasi menyusuaikan dengan tingkat kemampuan masyarakat, yakni: perumahan swadaya, perumahan lama, dan pemukiman ilegal. Metode yang digunakan dalam penulisan ini adalah metode penelitian kepustakaan (Library Research). Metode penelitian kepustakaan adalah salah satu jenis penelitian yang dilakukan dengan seseorang peneliti dengan mengumpulkan data-data yang bersumber dari buku, jurnal, artikel ataupun tulisan-tulisan tertentu dan metode kajian literatur berupa e-book dan jurnal yang didapatkan dari penyedia jurnal di internet baik itu nasional maupun internasional.
