EU renewable energy support policy: Faith or facts?

Abstract: The recent EU Commission proposal for promoting the supply of power from renewable energy sources was originally based on a pan-European, harmonised tradable green certificate (TGC) scheme. We suggest, on the basis of a multi-disciplinary analysis, that a pan-EU TGC system is not the way forward for Europe. It is vital that the Commission (and the majority of Member States) avoids implementation of such policy designs put forward by a coalition of vested interests. They should instead look at, and act upon, th… Show more

“…In that regard, many detailed studies have been conducted to assess the performance of either the policy support in one country or of a specific policy instrument in several countries (see for example Ragwitz et al, 2007;Jacobsson et al, 2009;Held et al, 2010;Ragwitz et al, 2011;Menanteau, et al, 2003, Morthorst, 2003. Many of these studies have presented policy recommendations and best practices for policy makers, which may have contributed to a pan-European understanding of which policy types to implement for the support of RES-E.…”

“…In addition to an ambitious and imaginative energy efficiency policy, they argued that a renewables policy must be designed to open up and secure attractive investment conditions for entrepreneurs for a broad range of technologies. Jacobsson et al (2009) noted that in a market economy, the prospect of economic rents is a necessary and appropriate incentive for encouraging entrepreneurship. Economic rents refer to the difference between the raw costs of everything needed to produce the goods or service and the price.…”

“…Directive 2009/28/EC sets binding national targets for the share of renewable energy sources (RES) in gross final energy consumption by 2020. Member States have full autonomy in the choice of policy measures and have already implemented a wide set of instruments (Ecofys et al, 2011;Jacobsson et al, 2009;Ragwitz et al, 2011 and references therein). Kitzing et al (2012) find indications for a bottom-up convergence of policy choice.…”
