This article investigates the impact that Brexit could have on the relationship between NATO and the Common European Security and Defence Policy (CSDP). The relationship between NATO and CSDP has historically not been straightforward and Brexit seems to have intervened as an aggravating factor. In fact, the EU has launched a series of military initiatives and it has now renewed its ambition to create separate military headquarters from NATO. The UK will join countries such as Norway and Turkey in being a member of NATO but not of the EU, affording greater importance to NATO to the detriment of cooperation with its European allies. This article provides an analytical framework to analyse the possible effects of Brexit upon the EU–NATO relationship. In so doing, it lays out three distinct levels of analysis. These are the state level, the inter‐organisational level and, finally, the personnel level. The levels of analysis allow us to generate empirical observations, which then lead us to suggest three scenarios for the development of the EU–NATO relationship beyond Brexit.

<p>W artykule poddano analizie rolę Unii Europejskiej (UE) i NATO w systemie bezpieczeństwa międzynarodowego. W oficjalnych dokumentach często pojawia się stwierdzenie, że UE i NATO to wyjątkowi partnerzy. Obie organizacje łączą wspólne wartości, a 22 państwa członkowskie NATO należą też do UE. Podkreśla się, że UE i NATO mogą, a nawet powinny wzajemnie się wspierać i uzupełniać w dziedzinie międzynarodowego pokoju i bezpieczeństwa. Niestety, współpraca pomiędzy nimi stanowi trudny i złożony problem.</p>

European security is at a critical juncture and many have called for a more coherent and efficient response, involving both the EU and NATO. However, the primary tool for EU-NATO cooperation, "Berlin Plus", has been stuck in a political quagmire since the mid2000s, making a lot of scholars to conclude that this cooperation is obsolete and outdated. This article is challenging this view by analysing a range of informal but regular interaction patterns that have emerged. Using practice theory, it sheds new light on and explores how EU and NATO staff at all levels engage in informal practices on various sites in headquarters in Brussels and in field operations. A study of EU-NATO cooperation as practice focuses on the everyday, patterned production of security as well as what makes action possible, such as (tacit) practical knowledge and shared "background" knowledge (education, training, and experience). The article also discusses the extent to which shared repertoires of practice may evolve into loose communities of practice that cut across organisational and professional boundaries.
