Abstract:The failures of traditional target-species management have led many to propose an ecosystem approach to fisheries to promote sustainability. The ecosystem approach is necessary, especially to account for fishery-ecosystem interactions, but by itself is not sufficient to address two important factors contributing to unsustainable fisheries: inappropriate incentives bearing on fishers and the ineffective governance that frequently exists in commercial, developed fisheries managed primarily by total-harvest limits and input controls. We contend that much greater emphasis must be placed on fisher motivation when managing fisheries. Using evidence from more than a dozen natural experiments in commercial fisheries, we argue that incentive-based approaches that better specify community and individual harvest or territorial rights and price ecosystem services and that are coupled with public research, monitoring, and effective oversight promote sustainable fisheries. 710 Résumé : Les échecs des aménagements traditionnels centrés sur les espèces-cibles ont incité plusieurs chercheurs à proposer des approches halieutiques basées sur les écosystèmes pour favoriser les pêches durables. L'approche écosys-témique est nécessaire, en particulier, pour tenir compte des interactions pêche-écosystème; elle ne suffit pas, cependant, par elle-même pour régler deux facteurs importants qui contribuent à rendre les pêches non durables : les incitations insuffisantes pour les pêcheurs et la gestion inefficace souvent présente dans les pêches commerciales déve-loppées qui sont régies principalement par des limites à la récolte totale et par des contrôles d'entrée. Nous croyons qu'on doit mettre beaucoup plus l'accent sur la motivation des pêcheurs dans la gestion de la pêche. En utilisant des données provenant de plus d'une douzaine d'expériences naturelles de pêche commerciale, nous cherchons à démontrer que des approches fondées sur les incitations qui précisent mieux la communauté, les récoltes individuelles et les droits territoriaux et qui évaluent aussi financièrement les services de l'écosystème, couplées avec de la recherche gouvernementale, de la surveillance et de la gestion efficace, promeuvent les pêches commerciales durables.[Traduit par la Rédaction] Grafton et al.

Margir hafa bent á að fyrirkomulag fiskveiðistjórnunar hefur áhrif á rekstrarhegðun útgerðarfyrirtaekja og þar með afkomu þeirra. Afar mikilvaegt er, þegar hugað er að breytingum á fiskveiðistjórnunarkerfinu, að fyrir liggi hvað það er sem leitt hefur til góðrar afkomu í íslenskum sjávarútvegi. Mikilvaegt er að breytingar á kerfinu tryggi áframhald þessarrar miklu verðmaetasköpunar.Fyrri rannsóknir höfunda hafa bent til þess að þeir þrír ytri þaettir sem hafa haft hvað mest áhrif á árangur virðiskeðjunnar hérlendis séu afnám útflutningshindrana, fiskveiðistjórnunarkerfið og stofnun fiskmarkaða á Íslandi. Niðurstöður rannsókna benda til þessa að fiskveiðistjórnarkerfið auki skilvirkni virðiskeðjunnar með því að draga úr sóknarkostnaði, auka sérhaefingu í veiðum, skapi hvata til að auka verðmaeti afla og tryggi stöðugleika framboðs hráefnis.Í þessari grein verða áhrif fiskveiðistjórnunarkerfisins á rekstur sjávarútvegsfyrirtaekja könnuð með tvennum haetti. Annars vegar er með djúpviðtölum við stjórnendur í sjávarútvegi könnuð sýn greinarinnar á þátt fiskveiðistjórnunarkerfisins á þróun virðiskeðju sjávarútvegs . Hins vegar eru gögn um afkomu greind og borin saman við sambaerileg gögn frá Noregi í þeim tilgangi að meta hvers vegna þróun hér varð önnur en þar og draga fram hugsanlegar ástaeður þess. ABSTRACTIn regards to profitability the Icelandic fishing industry stands out among the fishing industries of its neighboring countries. It has often been pointed out that the design of the fisheries management system affects the operational behavior of fishing companies, and thus their earnings. When changes in the fisheries management system are considered it's of vast importance that an extensive knowledge of the system's enablers of profitability has been acquired. Importantly, changes made to the system will still have to enable the industry to maintain such a high profitability.Former research by the authors has indicated that the three external factors that have significantly affected the effectiveness of the Icelandic fishing industry´s value chain are the abolishment of export barriers, the fisheries management system and the establishment of fish markets in Iceland. Forecasts of the regional economic impacts of changes in the demand for recreation occasioned by regulatory changes, changes in the quality of the recreation experience, or changes in average trip costs require a model that links changes in these trip attributes to individual participation decisions and population participation rates. The probability that an individual will take a particular recreational trip is described using a nonlinear random effects probit model based on variable trip attributes and individual economic and demographic characteristics. These conditional individual probabilities are transformed into predictions of changes in total recreation demand using a simulation-based sample enumeration method. The regional impacts associated with ensuing changes in primary and secondary expenditure patterns are elucidated with a stand-alone recreation-sector module linked to a regionally adjusted zip code-level input-output model. Because the participation model allows for non-constant marginal utility, primary and secondary impacts exhibit nonlinear responses to variations in trip attributes. The modeling approach is demonstrated in an application to the saltwater sport fisheries for Pacific halibut and salmon in Lower and Central Cook Inlet, Alaska.
