Proper water use requires its monitoring and evaluation. An indexes system of overall water use efficiency is constructed here that covers water consumption per 10,000 yuan GDP, the coefficient of effective utilization of irrigation water, the water consumption per 10,000 yuan of industrial value added, domestic water consumption per capita of residents, and the proportion of water function zone in key rivers and lakes complying with water-quality standards and is applied to 31 provinces in China. Efficiency is first evaluated by a projection pursuit cluster model. Multidimensional efficiency data are transformed into a low-dimensional subspace, and the accelerating genetic algorithm then optimizes the projection direction, which determines the overall efficiency index. The index reveals great variety in regional water use, with Tianjin, Beijing, Hebei, and Shandong showing highest efficiency. Shanxi, Liaoning, Shanghai, Zhejiang, Henan, Shanxi, and Gansu also use water with high efficiency. Medium efficiency occurs in Inner Mongolia, Jilin, Heilongjiang, Jiangsu, Hainan, Qinghai, Ningxia, and Low efficiency is found for Anhui, Fujian, Jiangxi, Hubei, Hunan, Guangdong, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, and Xinjiang. Tibet is the least efficient. The optimal projection direction is a* = (0.3533, 0.7014, 0.4538, 0.3315, 0.1217), and the degree of influence of agricultural irrigation efficiency, water consumption per industrial profit, water used per gross domestic product (GDP), domestic water consumption per capita of residents, and environmental water quality on the result has decreased in turn. This may aid decision making to improve overall water use efficiency across China.

The Impact of Climatic Change Adaptation on Agricultural Productivity in Central Chile: A Stochastic Production Frontier Approach

Adaptation to climate change is imperative to sustain and promote agricultural productivity growth, and site-specific empirical evidence is needed to facilitate policy making. Therefore, this study analyses the impact of climate change adaptation on productivity for annual crops in Central Chile using a stochastic production frontier approach. The data come from a random sample of 265 farms located in four municipalities with different agro-climatic conditions. To measure climate change adaptation, a set of 14 practices was used in three different specifications: binary variable, count and index; representing decision, intensity and quality of adaptation, respectively. The aforementioned alternative variables were used in three different stochastic production frontier models. Results suggest that the use of adaptive practices had a significant and positive effect on productivity; the practice with the highest impact on productivity was irrigation improvement. Empirical results demonstrate the relevance of climate change adaptation on farmers' productivity and enrich the discussion regarding the need to implement adaptation measures.

Malgré les efforts de la recherche et les multiples interventions des États, la productivité des ressources en eau, terre et capital, reste souvent limitée, notamment en Tunisie. Cette étude présente un cadre d'analyse des performances des exploitations agricoles irriguées. Elle vise à étudier le niveau et les déterminants effectifs de ces performances. Des informations technico-économiques ont été collectées à travers des enquêtes détaillées. Elles ont servi à calculer l'efficience technique (ET) et l'efficience d'utilisation de l'eau d'irrigation (EUEI) par une analyse par enveloppement des données (DEA). Ces efficiences ont été soumises à une analyse statistique pour les mettre en relation avec des variables de terrain. Les résultats montrent que l'ET est satisfaisante : 0,84 en moyenne. Par contre, l'EUEI est plus faible : 0,61 en moyenne. Il existe donc un potentiel important d'amélioration de la valorisation de l'eau. L'approche a permis de dégager les facteurs influant le plus sur ces efficiences ; ce sont d'abord la facilité d'accès à l'eau, puis la possibilité d'accès aux crédits. Ces deux facteurs peuvent constituer des leviers d'amélioration des ET et des EUEI. Ni les techniques d'irrigation utilisées, ni les cultures pratiquées, ni le mode de distribution de l'eau, n'influencent les différences des efficiences calculées. La pratique de l'élevage joue de façon significative sur les différences des EUEI, ce qui montre que l'eau est mieux valorisée que les fourrages et l'élevage. Les projets de modernisation, qui visent la conversion des réseaux de distribution gravitaires en réseaux sous pression, devraient tenir compte de ces résultats : à elle seule, la conversion ne suffit pas à améliorer l'efficience.
