Frequent droughts in sub-Saharan Africa imply water stress for rainfed agriculture and, ultimately, food insecurity, underlining the region's vulnerability to climate change. Yet, in the maize-growing areas, farmers have been given new droughtcoping options following the release and availability of drought-tolerant maize varieties (DTMVs). These varieties are being disseminated through the National Agricultural Research and Extension Systems in collaboration with seed companies; however, their adoption still appears somewhat modest, and empirical studies on their adoption potential and associated drivers are scarce. We use empirical data from Uganda to estimate the actual and potential adoption rates and the adoption determinants of DTMVs under information and seed access constraints. Adoption rates for DTMVs could have been up to 22% in 2015 instead of the observed sample adoption rate of 14% if the whole population had been exposed to them. The adoption rate could increase to 30% if seed were availed to the farming population and to 47% if seed were sold at a more affordable price to farmers. The observed adoption rate of 14% implies gaps in the potential adoption rates of 8%, 16%, and 33% because of a lack of awareness, a lack of seed access, and high seed prices, respectively. The findings underscore the role of both market and non-market-based approaches and the potential to further scale the cultivation of DTMVs in Uganda.

This study assessed the determinants of intensity of adoption of Improved Rice Varieties (IRVs) and the effect of market participation on farmers' welfare in Nigeria using the Tobit and Heckman two-stage models, respectively. The sample consists of crosssectional data of 600 rice farmers selected randomly from three notable rice producing States in Nigeria. The variables that positively and significantly influenced the intensity of IRVs adoption include income from rice production, membership of a farmers' organization, and the distance to the nearest sources of seed, cost of seed, yield and level of training. Gender of household head, access to improved seed, years of formal education, and average rice yield were those variables that are positive and statistically significant in increasing the probability that a farmer would participate in the market. The result further suggests that any increase in the farmers' welfare is conditional on the probability of the farmer participating in the rice output markets. In addition, higher yield, income from rice production, gender of household head, and years of formal education are the variables that are positive and statistically significant in determining households' welfare. Therefore, it is recommended that formation of associations among the rural farmers should be encouraged. Access to seed and information about the IRVs are also essential to increase the intensity of its adoption. Programmes to improve contact with extension agents, increased access to credit, raising educational background and increasing the area devoted to cultivating IRVs are the factors to be promoted in order to increase market participation and hence improve the welfare of rural households.

L'objectif de cet article est d'estimer les taux et les facteurs d'adoption déterminant les variétés améliorées de riz développées par les institutions de recherche, en collaboration avec les structures d'encadrement. Les données utilisées proviennent d'enquêtes réalisées auprès de 317 exploitants rizicoles en système pluvial proches de la région de Fatick. Les résultats de la méthode semiparamétrique indiquent un taux d'adoption de 29 % contre un taux potentiel de 72 %. Ce taux d'adoption potentiel plus élevé dans la sous-population des non-exposés indique la nécessité d'améliorer le ciblage afin d'atteindre les producteurs qui ont une plus grande probabilité d'adoption. Les facteurs spécifiques qui déterminent la probabilité d'adoption sont : l'appartenance à une organisation de producteurs, le type d'écologie et le niveau d'éducation. We used survey data from 317 rice farmers in the Fatick Region of Senegal. The results, produced using a semi-parametric treatment effect method, showed an actual adoption rate of 29 percent versus a potential adoption rate of 72 percent. Moreover, the higher potential adoption rate among the non-exposed sub population implies that that there is a need to improve targeting in order to reach farmers who have a high probability of adoption. The factors influencing the probability of adoption are being a member of a producer organization, the type of environment, and the farmer's level of education.
