We show that the creation of the first integrated multi-modal pan-European transport network during Roman times influences economic integration over two millennia. Drawing on spatially highly disaggregated data on excavated Roman ceramics, we document that contemporary interregional trade was influenced by connectivity within the network. Today, these connectivity differentials continue to influence integration as approximated by cross-regional firm investment behaviour. Continuity is partly explained by selective infrastructure routing and cultural integration due to bilateral convergence in preferences and values. We show that our results are Roman-connectivity specific and do not reflect pre-existing patterns of exchange using pre-Roman trade data.

A Security-by-Design Decision-Making Model for Risk Management in Autonomous Vehicles

Autonomous/self-driving vehicles have gained significant attention these days, as one of the intelligent transportation systems. However, those vehicles have risks related to their physical implementation and security against cyber threats. Therefore, this study proposes a new security-by-design model for estimating the uncertainty of autonomous vehicles and measuring cyber risks; thus it assists decision-makers in addressing the risks of the physical design and their attack surfaces. The proposed model is developed using neutrosophic sets that efficiently tackle multi-criteria decision-making (MCDM) problems with extensive conflicting criteria and alternatives. The proposed model integrates MCDM, Analytic Hierarchy Process (AHP), Multi-Attributive Border Approximation Area Comparison (MABAC), and Preference Ranking Organization Method for Enrichment Evaluations II (PROMETHEE II), along with single-valued neutrosophic sets (SVNSs). An illustrative case considering ten risks in self-driving vehicles is used to validate the feasibility of the proposed model. Compared to the state-of-the-art methods, the proposed model is considered consistent and reliable to deal with and represent uncertainty and incomplete risk information using neutrosophic sets.

Reducing Road Transport Emissions in Europe: Investigating A Demand Side Driven Approach †

The European Union aims at net-zero emissions by 2050. A key sector to achieve this goal is road transport, where emissions show no signs of reducing but continue to grow. A review of policies undertaken by EU member states and the G20 to reduce transport emissions reveals that both present and planned policies focus on binding supply-side measures, but offer only weak demand-side incentives. To address this imbalance, we developed a downstream, demand-side policy prototype through an expert interview design process. We call the prototype “cap-and-surrender” because it caps road emissions, and then allocates tradable emission allowances to individual vehicles that drivers surrender at each fill-up. Allowance pricing, both by the state and in the secondary market, is designed to incentivize decarbonization of the sector. Though the system would require significant investment, its revenue potential to the state should exceed this investment by several multiples. We discuss the potential economic, environmental and social impacts of the policy, as assessed by European transport experts. We find that the approach can deliver significant transport emission reductions in an effective and economically efficient manner. Through the appropriate design of national allocation rules and a gradual phasing in of cap and surrender, potential negative social consequences can be mitigated, and public acceptance of the policy promoted.
