Estimating farmers’ willingness to pay for weather index-based crop insurance uptake in West Africa: Insight from a pilot initiative in Southwestern Burkina Faso

Abstract: Weather index-based crop insurance is increasingly becoming important as a risk mitigation strategy that farmers may use to mitigate adverse climate shocks and natural disasters encountered during farming. While Europe, North America, and Asia account for 20.1%, 55%, and 19.5% of the total agricultural insurance premium worldwide, respectively, Africa accounts for only 0.5% of the world insurance industry. One of the key reasons advanced against the low index insurance participation rate in Africa is the failu… Show more

“…A discrete CE was conducted to generate data on maize variety preferences. Specifically, the CE required participants to choose one of two varieties in ways that would compel them to make trade-offs—an improvement over other ranking methods such as contingent valuation ( Fonta et al, 2018 ; Hynes et al, 2011 ; Bennett and Adamowicz, 2001 ). Choice experiments have been applied in diverse fields such as choice of modes of transportation ( Hensher et al, 2005 ), health ( Hole and Kolstad, 2012 ), marketing ( Feit et al, 2010 ; Louviere et al, 2010 ; Louviere and Woodworth, 1983 ), and environmental economics ( Veettil et al, 2011 ).…”

“…This is apparent in the recent development of agricultural 'micro-insurance' as a risk mitigation response to projected weather extremes. Initial uptake of this insurance has been very slow and spatially patchy, with uptake across Africa, for example, gradually increasing from 2005 onwards to cover 0.2% of the population in 2011 and 1.1% in 2014 54, 55 . Similar dynamics are at play in the global spread of Conservation Agriculture (Fig.…”

“…The first sector has high economic importance in terms of sustainability and trade balance between consumer and producer countries [3][4][5]. To attend the internal demand and exportation needs, producer countries invest in measures that enhance productivity by reducing losses associated with diseases and pests that affect crop production [6]. In this case, the use of pesticides is directly related to these preventive measures.…”
