Ermittlung des monetären Werteinventars als Basis von Analysen naturgefahreninduzierter Risiken in Tirol (Österreich)

Abstract: Abstract. Show more

“…Thereby the aggregated replacement values of buildings on the municipal level were divided by the residential area of each municipality of the land use map 2006 to obtain specific replacement values (EUR per m 2 ). In fact, these replacement values based on representative mean insurance values (see Huttenlau and Stötter, 2008 for details) overestimate the damage as they assume that the damaged object has to be replaced by a similar, new object . However, this assessment concept which is usually applied in insurance analyses to follow the adjustment of claims by insurance companies, fits more in the scope of this study since the observed loss in Sect.…”

“…This land use map was derived on the basis of the visual interpretation of true color orthophotographs (RGB) provided by the Tyrolean government. The land use data set of 2006, applied in previous studies of and , differentiates between nine land use classes on a spatial resolution of 50 m. For the estimation of the asset values of residential areas, we assigned aggregated replacement values of 2006 provided by Huttenlau and Stötter (2008) to the land use type "residential area" of . Thereby the aggregated replacement values of buildings on the municipal level were divided by the residential area of each municipality of the land use map 2006 to obtain specific replacement values (EUR per m 2 ).…”

“…Thus, this topic represents a general key factor in the framework of risk analyses but has received only minor attention in the past (Koivumäki, 2010), In contrast to the methodological improvements and thorough discussions especially of hazard analysis approaches but also of vulnerability concepts (Koivumäki, 2010), only a few method descriptions and explicit case-studies are discussed in scientific literature (for more details see e.g. Huttenlau and Stötter, 2008). Hamann and Reese (2000) or Reese and Markau (2004) showed that partially high difference factors of the analysed elements and values are inherent between common methodologically addressed meso-and microscale approaches.…”

“…The cooperation with the regional insurance market leader (Tiroler Versicherung) enables the estimation of representative mean insurance sums for the study area. The overall procedure, the methodological concept, and the analysis results have been recently published by Huttenlau and Stötter (2008). However, to ensure traceability and to introduce the procedure in a broader international context the main steps of the procedure are briefly discussed (see also Fig.…”
