Introduction The Brazilian National Program for Improving Access and Quality of Primary Care aims to induce the institution of processes that expand the capacity of federal, state and municipal administrations and Primary Care teams to offer services that ensure greater access and quality. Objective To identify the characteristics of infrastructure for the dental health care of the health units from the Regional Health Care Network 13, from the perspective of a health evaluation. Material and method This is a descriptive and cross-sectional study in which is used the Module V database of the External Evaluation instrument of 156 health units of this region that participated of the 2nd cycle of the referred program, which discuss the modality of the health teams, structure and environment of the dental office, the hours of operation, equipment, instruments and dental supplies. Result In general, the oral health units of this study have dental offices with good structural conditions and sufficient equipment and supplies to carry out clinical activities, except those for dental prostheses, possibly due to the permanence of this service in secondary care. However, they point out that advances in access and coverage by oral health services are still necessary. Conclusion Although the theme includes other studies and reflections, the present work may contribute to discussions about the present condition, and it is recommended the active participation of all the actors involved in the care, in the search for the qualification of oral health services in this region.

OBJECTIVE To evaluate if the provision of clinical dental care, by means of the main curative procedures recommended in Primary Health Care, is associated with team structural characteristics, considering the presence of a minimum set of equipment, instrument, and supplies in Brazil’s primary health care services.METHODS A cross-sectional exploratory study based on data collected from 18,114 primary healthcare services with dental health teams in Brazil, in 2014. The outcome was created from the confirmation of five clinical procedures performed by the dentist, accounting for the presence of minimum equipment, instrument, and supplies to carry them out. Covariables were related to structural characteristics. Poisson regression with robust variance was used to obtain crude and adjusted prevalence ratios, with 95% confidence intervals.RESULTS A total of 1,190 (6.5%) dental health teams did not present the minimum equipment to provide clinical dental care and only 2,498 (14.8%) had all the instrument and supplies needed and provided the five curative procedures assessed. There was a positive association between the outcome and the composition of dental health teams, higher workload, performing analysis of health condition, and monitoring of oral health indicators. Additionally, the dental health teams that planned and programmed oral health actions with the primary care team monthly provided the procedures more frequently. Dentists with better employment status, career plans, graduation in public health or those who underwent permanent education activities provided the procedures more frequently.CONCLUSIONS A relevant number of Primary Health Care services did not have the infrastructure to provide clinical dental care. However, better results were found in dental health teams with oral health technicians, with higher workload and that plan their activities, as well as in those that employed dentists with better working relationships, who had dentists with degrees in public health and who underwent permanent education activities.

RESUMO Objetivou-se, neste artigo, analisar as condições estruturais de unidades de saúde e as diretrizes, os objetivos e as metas da gestão municipal relacionados com a qualidade desses serviços nas capitais segundo regiões brasileiras, tendo em vista a atenção às pessoas com Diabetes Mellitus. Para tanto, foram elaborados um modelo lógico e subdimensões/variáveis para direcionar a busca de dados no banco do Programa de Melhoria de Acesso e Qualidade da Atenção Primária à Saúde, do 3º ciclo. Análises descritivas foram realizadas das capitais por região do Brasil. Para análise documental, utilizaram-se os planos de saúde daqueles municípios que apresentaram percentual de inadequação maior que 50% para, no mínimo, quatro dimensões entre as sete analisadas neste estudo. O estudo revelou necessidade de adequação das condições estruturais das Unidades Básicas de Saúde para a maioria das capitais brasileiras em alguns dos aspectos analisados, com piores resultados para estrutura física e equipamentos. A partir da análise dos planos municipais de saúde, evidenciaram-se particularidades, potencialidades e fragilidades que merecem ser consideradas para definição da agenda e direcionamento das ações pela gestão em saúde. As condições de inadequação apontadas podem trazer impactos negativos na qualidade da atenção às pessoas com diabetes na Atenção Primária à Saúde.
