The Chinese economy has now transitioned from rapid expansion to high-quality growth. The issue of achieving synergy between environmental conservation and economic growth has become a serious concern. Based on the panel data of 120 prefecture-level cities in China from 2008 to 2017, we used the panel threshold regression model to investigate the influences of environmental regulation (ER) and technological innovation (TI) on urban industrial transformation. Further, we examined the threshold characteristics of four types of functional cities—resource-based, industry-oriented, comprehensive regional, and other types of cities. Our results show that ER and TI have varied effects on the industrial transformation of the four categories of functional cities. Both ER and TI have significant nonlinear threshold impacts on industrial transformation in resource-based cities. The inhibitory effect of ER on industrial structure rationalization decreases as the severity of ER increases. There is a shift from the promotion to the restriction of industrial structure rationalization due to TI increase. In contrast, TI strengthens the optimization of industrial structure. The promotion effects of ER and TI on industrial structure optimization improve as the former and latter increase in comprehensive regional cities. The influence of TI on the industrial transformation of industry-oriented cities is consistent with its impact on resource-based cities. These findings provide theoretical guidance and inspiration for urban industrial transformation in response to ER and TI based on their functional roles.

Could the environmental regulation promote green innovation? This is a very controversial issue. In view of the fact that the existing literature only studies the relationship between the two, lacks effective heterogeneity research, and pays less attention to the deeper analysis mechanism between the two. This study fills the gap. This paper selects the panel data of 285 prefecture level cities in China from 2000 to 2019 for empirical research. The results show that environmental regulation has a significant and continuous positive impact on green innovation.From the perspective of heterogeneity, we find that cities with higher level of green innovation are suitable to improve the intensity of environmental regulation; Cities with low level of green innovation can not formulate high-intensity environmental regulation policies. The intermediary mechanism shows that under the situation of stricter environmental regulations, producers will pay more attention to the promotion and accumulation of human capital, and provide strong intellectual support for green innovation activities. The adjustment mechanism shows that the cities with high degree of marketization and financial R&D investment are conducive to strengthening the promotion of environmental regulation on green innovation. On the contrary, it weakens the role of environmental regulation in promoting green innovation. In addition, this paper uses SYS-GMM model and selects appropriate instrumental variables to solve the endogeneity problem of the model. We find that after reducing the endogeneity of the model, improving the intensity of environmental regulation can still promote the level of green innovation. Using SDM decomposition model, we find that environmental regulation has spatial spillover effect on green innovation, and the formulation of environmental regulation strategy is conducive to the coordinated development of regional green innovation.

Many resource‐oriented regions on plateaus (RORP) are facing the double threat of ecological destruction and resource exploitation. The traditional development mode will destroy fragile ecosystems in RORP, resulting in substantial environmental governance costs and environmental restoration difficulties. Therefore, realizing the sustainable development of these regions has become a major topic of interest. In this study, we designed a sustainable development mode, that is, “conservation mining‐ecological restoration‐substitute industries‐energy saving and emission reduction” (CESE), for RORP. The integration of the Integrated Valuation of Ecosystem Service and Tradeoffs (InVEST) model and the system dynamics (SD) model were used to evaluate and simulate the comprehensive effect and future trends of the sustainable development mode in the RORP. The evaluation and simulation results clearly show that through long‐term stable operation, this sustainable development mode can alleviate the double threat of the “unbridled development‐fragile ecosystem”(UDFE) and achieve synchronous growth of ecological, economic, and social benefits. Additionally, this study further proposes the potential risks of this mode and directions for iterative improvements, serving as goals of regional optimization and improvement in the future. The sustainable development mode of RORP proposed in this study has important theoretical significance and practical value for mitigating the double threat associated with the development of RORP.
