China has deployed the world's largest fleet of sulfur dioxide (SO(2)) scrubbers (flue gas desulfurization systems), and most of them now appear to be operating properly. Although many plant managers avoided using their SO(2) scrubbers in the past, recent evidence, based on a series of field interviews conducted by the author, suggests that managers of coal power plants now have incentives to operate their scrubbers properly. China's new policy incentives since 2007 appear well designed to overcome the hurdle of high operation and maintenance costs of SO(2) scrubbers. Furthermore, it is now far more likely that offenders will be caught and punished. Continuous emission monitoring systems have played a key role in this change of attitudes. Plant inspections have become much more common, facilitated by a significant increase in the number of inspectors and the fact that the 461,000-megawatt SO(2) scrubbers at the end of 2009 were located in only 503 coal power plants, making frequent inspections little constrained by the shortage of inspectors. Because SO(2) is the precursor of sulfate particles believed to cause significant cooling effects on climate, China's SO(2) mitigation may make it more urgent to control the world's greenhouse gas emissions.
Climatic time series from historical documents and instrumental records from China showed temporal and regional patterns in the last two to three centuries, including two multidecadal oscillations at quasi-20-year and quasi-70-year timescales revealed by signal analysis from wavelet transform. Globalization pushes production and consumption to geographically diverse locations and generates a variety of sizeable opportunities and challenges. The distribution and associated effects of short-lived primary fine particulate matter (PM2.5), a representative of local pollution, are significantly affected by the consumption through global supply chain. Tele-connection is used here to represent the link between production and consumption activity at large distances. In this study, we develop a global consumption-based primary PM2.5 emission inventory to track primary PM2.5 emissions embodied in the supply chain and evaluate the extent to which local PM2.5 emissions are triggered by international trade. We further adopt consumption-based accounting and identify the global original source that produced the emissions. We find that anthropogenic PM2.5 emissions from industrial sectors accounted for 24 Tg globally in 2007; approximately 30% (7.2 Tg) of these emissions were embodied in export of products principally from Brazil, South Africa, India and China (3.8 Tg) to developed countries. Large differences (up to 10 times) in the embodied emissions intensity between net importers and exporters greatly increased total global PM2.5 emissions. Tele-connecting production and consumption activity provides valuable insights with respect to mitigating long-range transboundary air pollution and prompts concerted efforts aiming at more environmentally conscious globalization.
Abstract. Western China has experienced rapid industrialization and urbanization since the implementation of the National Western Development Strategies (the "Go West" movement) in 1999. This transition has affected the spatial and temporal characteristics of nitrogen dioxide (NO2) pollution. In this study, we analyze the trends and variability of tropospheric NO2 vertical column densities (VCDs) from 2005 to 2013 over Western China, based on a wavelet analysis on monthly mean NO2 data derived from the Ozone Monitoring Instrument (OMI) measurements. We focus on the anthropogenic NO2 by subtracting region-specific "background" values dominated by natural sources. After removing the background influences, we find significant anthropogenic NO2 growth over Western China between 2005 and 2013 (8.6 ± 0.9 % yr−1 on average, relative to 2005), with the largest increments (15 % yr−1 or more) over parts of several city clusters. The NO2 pollution in most provincial-level regions rose rapidly from 2005 to 2011 but stabilized or declined afterwards. The NO2 trends were driven mainly by changes in anthropogenic emissions, as confirmed by a nested GEOS-Chem model simulation and a comparison with Chinese official emission statistics. The rate of NO2 growth during 2005–2013 reaches 11.3 ± 1.0 % yr−1 over Northwestern China, exceeding the rates over Southwestern China (5.9 ± 0.6 % yr−1) and the three well-known polluted regions in the east (5.3 ± 0.8 % yr−1 over Beijing-Tianjin-Hebei, 4.0 ± 0.6 % yr−1 over the Yangtze River Delta, and −3.3 ± 0.3 % yr−1 over the Pearl River Delta). Subsequent socioeconomic analyses suggest that the rapid NO2 growth over Northwestern China is likely related to the fast developing resource- and pollution-intensive industries along with the "Go West" movement as well as relatively weak emission controls. Further efforts should be made to alleviate NOx pollution to achieve sustainable development in Western China.
In this study, we examine a supply-chain approach to more effectively mitigate primary PM 2.5 emissions in China from the perspectives of production, consumption and their linkages using structural path analysis. We identify the pattern of all supply chain paths using principal component analysis. To address the severe haze problems in China, it is important to understand how final demand purchase initiates production processes and ultimately leads to primary PM 2.5 emission. We found that consumers' demands on power and transportation mainly induce direct emissions, quite different from the demands on construction, industry and service products which largely drive emissions in upstream activities. We also found that nearly 80% of the economic sectors in China follow a similar pattern in generating primary PM 2.5 emissions in electricity, cement and the ferrous metal industries; but only the construction sector increases the release of PM 2.5 due to the production of non-metallic mineral products. These findings indicate that further reduction of end-of-pipe emissions in the power and transportation sectors will facilitate cleaner production in almost all the economic sectors. However, for urbanization induced emissions, China should mitigate PM 2.5 emissions through the supply chain of construction, either severely reducing its life-cycle intensity or carefully planning to avoid extensive, unnecessary building activity.
