In Tanzania, the force account approach has been used for years as a technique for procuring works in the form of construction projects. In this regard, it is necessary to investigate the effectiveness of the force account approach in construction projects. The objective of this research is to look into the influence of management support and staff competence on the effectiveness of the force account approach in Tanzanian local government construction projects. Cross-sectional data were collected from procurement practitioners involved in force account construction projects at Kongwa District Council using structured questionnaires. The findings revealed that management support and staff competence are important determinants of the effectiveness of the force account approach in Tanzanian local government authorities' construction projects. The findings also revealed that staff competence is the most important factor influencing the effectiveness of force account in local government authorities, with β = 0.558 and p < 0.001. Furthermore, management support and the effectiveness of the force account approach are related in a positive and significant way (β = 0.233 and p = 0.006). As a result, procurement practitioners in respective local government authorities should ensure that they are capable of implementing the force account approach. The study also suggests future research on other factors that may explain the variation in the effectiveness of the implementation of the force account approach. Furthermore, because the study focused on local government authorities, future studies can be conducted by soliciting input from central governments and other public procuring entities.

PurposeThis paper aims to examine the relationship between innovation capabilities (INVC) and export performance (EXPERF) of manufacturing small and medium enterprises (SMEs). Moreover, the paper aims to investigate the moderating effect of risk-taking propensity (RSTP) in the relationship between INVC and the SMEs’ EXPERF.Design/methodology/approachA cross-sectional survey design was used and data were collected through structured questionnaires from 250 manufacturing exporting SMEs in Tanzania. Confirmatory factor analysis was used to test the measurement model. The hypotheses were empirically tested using PROCESS macro test.FindingsThe findings affirm that INVC is a significant predictor of EXPERF. Additionally, RSTP was found to be a significant moderator of the relationship between INVC and EXPERF.Research limitations/implicationsAlthough the study was able to accomplish its overall objective, it is limited in terms of the context under which the study was conducted. This study covered only manufacturing SMEs in a single country, Tanzania. Hence, the findings should be interpreted with caution since each country has specific institutional environments that support innovation.Originality/valueThe findings of this study expand the application of the resource-based view (RBV) theory in exporting context. The study revealed how INVC as an intangible resource can lead to successful performance. Hence, the findings of this study broaden the applicability of RBV theory. Also, this study contributes to the debate about the innovation-export performance relationship by revealing a moderating role of RSTP in the relationship between INVC and EXPERF.

PurposeThe combination of strategic orientation and digitalization for sustainable competitive advantage among small businesses is still not given much attention in the literature. Therefore, this study aims to understand the influence of strategic orientation on sustainable competitive advantage while mediating the relationship with digitalization.Design/methodology/approachThis study used a cross-sectional design. This design helped collect data from 234 small businesses in Arusha city, Tanzania. Since the study used latent variables, structural equation modeling (SEM) was used to analyze relationships and conduct confirmatory factor analysis. Through bootstrapping confidence intervals, Hayes's Process was also used to test how digitalization mediates the relationship between strategic orientations and sustainable competitive advantage.FindingsThe strategic orientation attributes that include market orientation, entrepreneurial orientation and learning orientation were positively and significantly related to digitalization. Furthermore, the results on digitalization and sustainable competitive advantage show a significant positive relationship. Finally, digitalization was analyzed to mediate the relationship between strategic orientation, market orientation, entrepreneurial orientation, learning orientation and sustainable competitive advantage. Hence, all hypotheses were supported.Research limitations/implicationsThis study adopted a cross-sectional design that helped to capture the quantitative information. In addition, the current study is limited to Tanzania's small businesses; thus, the findings cannot assure generalization of the conclusion to other countries because of the differences in social, cultural and technology across countries.Originality/valueThis study integrates the concepts of strategic orientation from the strategic management discipline and digitalization from a technology perspective. As a result, the study adds new knowledge about combining two aspects and determining whether they add value in terms of providing a sustainable competitive advantage. This knowledge comes from digitalization, which acts as a mediator between strategic orientation dimensions and a sustainable competitive advantage.
