SUMMARYUnlike most parts of the European Union (EU), Southern Transylvania (Central Romania) is characterized by an exceptionally high level of farmland biodiversity. This results from traditional small-scale farming methods that have maintained extensive areas of high nature value farmland. Following the post-socialist transition, Southern Transylvania faces serious challenges such as under-employment and rural population decline, which put traditional farming at risk. With Romania's accession to the EU in 2007, Southern Transylvania became part of a complex multi-level governance system that in principle provides mechanisms to balance biodiversity conservation and rural development. To this end, the most important instruments are the 'Natura 2000' network of protected areas and EU rural development policy. Structured questionnaires and semi-structured interviews with town hall representatives from 30 villages in Southern Transylvania and local EU experts revealed that EU policies are often poorly aligned with local conditions. To date, the implementation of EU rural development policy is strongly focused on economic development, with biodiversity conservation being of little concern. Moreover, relevant EU funding opportunities are poorly communicated. Bridging organizations should be strengthened to foster the implementation of a rural development strategy that integrates local needs and biodiversity conservation.

ABSTRACT. Panarchy provides a heuristic to characterize the cross-scale dynamics of social-ecological systems and a framework for how governance institutions should behave to be compatible with the ecosystems they manage. Managing for resilience will likely require reform of law to account for the dynamics of social-ecological systems and achieve a substantive mandate that accommodates the need for adaptation. In this paper, we suggest expansive legal reform by identifying the principles of reflexive law as a possible mechanism for achieving a shift to resilience-based governance and leveraging cross-scale dynamics to provide resilience-based responses to increasingly challenging environmental conditions.

China's government is now promoting the Nomad Sedentarization Project (NSP) in large areas of grassland as a solution for ecological restoration and poverty alleviation. To examine the effects of this policy, we conducted in-depth interviews at two of the project's sites and examined the social and ecological systems at village, county, and catchment scales in Jinghe County of Xinjiang. We found that (1) the NSP in one village greatly improved the household standard of living and changed their resource utilization modes; (2) the success in this village can be attributed to resources imported from the social and ecological systems at larger scales, and could not be repeated in a second nearby village with different constraints; and (3) the NSP is poorly adapted to local ecosystem characteristics, and may therefore have negative impacts at larger scales. To avoid these problems, holistic assessments are necessary to judge the NSP's impacts on social and ecological systems at multiple scales, and the program must be implemented cautiously to account for the potential risks in ecologically vulnerable areas.
