Energy star product specification development framework: Using data and analysis to make program decisions

Abstract: The Product Development Team (PD) in the US Environmental Protection Agency's ENERGY STAR Labeling Program fuels the long-term market transformation process by delivering new specifications. PD's goal is to expand the reach and visibility of ENERGY STAR as well as the market for new energy-efficient products. Since 2000, PD has launched nine new ENERGY STAR specifications and continues to evaluate new program opportunities. To evaluate the ENERGY STAR carbon savings potential for a diverse group of products, PD… Show more

“…DOE and EPA enter into partnerships with manufacturers and key stakeholders to promote products that meet energy efficiency and performance criteria established by the agencies. By transforming the market for high efficiency products, DOE and EPA reduce air pollution and greenhouse gases associated with the consumption of energy (McWhinney et al 2005;Brown et al 2002).…”

“…Though a great deal of energy data are collected, it is often difficult to fund data collection efforts that are sufficiently detailed 10 Energy Star is a joint program of the U.S. Department of Energy and the U.S. Environmental Protection Agency (EPA), "helping businesses and consumers to protect the environment through superior energy efficiency" (www.energystar.gov/index.cfm?c=about.ab_index). McWhinney et al (2005) describe the process of efficiency specification for several Energy Star product programs. The Energy Star program is generally designed to complement DOE standards, promoting higher efficiency than the DOE NAECA standards for goods covered by standards, and promoting efficiency in realms not covered by standards as well.…”

“…One principle of EPA's ENERGY STAR program is that the specification represents the top 25 th percentile (quartile of units with the lowest power consumption) of energy-efficient products. As such, ENERGY STAR's Product Specification Development Team reassesses performance-based specifications as the market changes (McWhinney, M et al, 2003). In this section we present the current ENERGY STAR product definitions and criteria (see www.energystar.gov for more information) for imaging equipment product categories.…”
