In an age of rapid technological advancement, the increasing need for energy and its related services to satisfy economic and social development has become a critical concern of national governments worldwide. This has triggered researchers to work on metrics for tracking and tracing energy sustainability in order to provide monitoring mechanisms for policy makers. In this regard, multicriteria decision-making (MCDM) methods are becoming more popular to deal with the multidimensional and complex nature of sustainability. We have proposed an extended and revised version of the grey relational analysis (GRA) method, which is integrated with the fuzzy analytic hierarchy process (AHP), to develop a new composite index for comparing the overall energy sustainability performances of 35 OECD member countries. Our case study revealed the performances of selected countries by providing their strengths and weaknesses based on determined criteria as well as the level of change in performances with different criteria weights. The proposed GRA model can be used in different applications of sustainability due to its flexible nature, which provides benefits from goal-oriented extensions in order to adequately capture different aspects of sustainability.

With the consumption of energy, blackouts, and a series of social development problems, the discussion of energy security has become the focus of international attention. This paper aims to construct a universal multidimensional index system from four dimensions, and compare the energy security systems of different countries by measuring the Energy Security Index (ESI) of 19 countries of G20 and analyzing their evolution characteristics. The results of this paper show that the ESI of the G20 countries is increasing, the number of dangerous countries is decreasing, mainly concentrated in the Asian and African regions, and environmental sustainability and safety use are the main factors affecting their energy security. The security countries are mainly concentrated in the developed countries of the Americas and Europe. Since 1995, the ESI of China has continued to rise and now China is a generally safe country, which reflects China's continuous optimization of energy structure and continuous improvement of the relationship of energy systems and economic, population, and environmental systems.

Abstract:Energy supply security is a significant part of China's security, directly influencing national security and economic and social sustainability. To ensure both China's present and the future energy supply, it is essential to evaluate and forecast the energy supply level. However, forecasting the energy supply security level is difficult because energy supply security is dynamic, many factors affect it and there is a lack of accurate and comprehensive data. Therefore, based on previous studies and according to the characteristics of energy supply and the social development of China, first, the authors apply a comprehensive evaluation method to quantify the energy supply security. Second, based on the ARIMA-XGBoost hybrid model, the authors create two novel approaches for forecasting the energy supply security level of China. The authors find that: (1) energy supply security is dynamic, and green development has become the theme of China's energy development. The energy industry urgently needs to provide more high-quality ecological energy products to meet the people's desire for a beautiful ecological environment; (2) since the mean absolute percentage errors are below 4.5% when forecasting the energy supply security indicators, the ARIMA-XGBoost hybrid model is more accurate for forecasting China's energy supply security level and (3) the security level of China's energy supply has developed periodic features; the ESSI can improve by about 0.2 every five years, but, due to the low starting point and multiple types of constraints, it is difficult to reach the safety level in a short time.
