The growth of renewable energy facilities worldwide creates new challenges for sustainable regional development. Unregulated investment flows in the green energy sector cause disparities in the deployment of various renewable energy technologies, worsen the ability to balance national energy systems, etc. This article is the first comprehensive study that offers a methodology for multifactor modeling of investment flows in regional green energy deployment considering the priorities of national, regional, and local authorities within the sustainable development concept. The proposed methodological approaches help (1) determine the types of renewable energy technologies for priority development in the region, (2) select specific green energy projects to receive budgetary support on territories, and (3) form the optimal mechanism for budget financing distribution on regional development of renewable energy technologies. The modeling factors include natural conditions and resource base of a territory; its economically feasible renewable energy potential; the territory’s energy needs; installed capacity and electricity generation of new green energy facilities; power plants’ life cycle duration, the investment amount, etc. The model approbation on the example of household solar and wind power plants in the Sumy region, Ukraine, has shown the need to significantly increase financial support for renewable energy projects, primarily due to the region’s energy deficit. Calculations revealed that the interest-free loan share for both technologies should be 2.843 and 2.844 times higher than the basic share of lending (20%). For the 30-kW solar power plant project, the indicator should be 64.67% instead of the basic one of 56.86% for home solar energy facilities. Thus, the methodological approaches presented in the article are new tools that allow territorial authorities to purposefully shape and manage investment flows in the renewable energy sector to ensure sustainable energy development of regions worldwide.

Analysis of Electricity and Natural Gas Security. A Case Study for Germany, France, Italy and Spain

This work aims to present an analysis of electricity and natural gas supply security in the four European Union countries with the highest level of consumption, namely Germany, France, Italy, and Spain. The goal of the study is to use and adapt a set of 22 indicators for estimating the level of energy security. The evaluation of an index called “Energy Security Level”, measuring the overall energy security, is performed for the period 2006–2018 in order to compare its evolution in each of the analyzed countries. The application of the proposed indicator system demonstrates which measures weakened or strengthened energy security in the past. The analysis of the energy security level demonstrates that Germany and France perform better than Italy and Spain in terms of energy security assurance. The main factors for these differences are the rich energy mix for Germany and the massive presence of nuclear power in France. These two elements make German and French energy systems more resilient than the Italian and Spanish ones. The results of sensitivity and uncertainty analysis demonstrate that the initial values of indicator weights have low impact on the uncertainty of energy security level estimations.

In order to control the COVID-19 pandemic, the governments of the world started to implement measures regarding social distance and social contacts, including closures of cities, work and study relocations, and work suspension. The epidemical situation and the lockdown of the economy by governments in various countries caused changes in production, changes in the habits of energy consumers and other energy-related changes. This article analyses the impact of the global pandemic on the energy sector and the relationship with the progress to the sustainability of the energy sector. The systematic literature review was performed in the Web of Science (WoS) database. The research follows recommendations of the SALSA (Search, Appraisal, Synthesis and Analysis) and PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) approaches. A total of 113 relevant articles were selected for the analysis. All selected articles were categorized according to their application and impact areas. The five main impact areas of the COVID-19 pandemic to the sustainability of the energy sector were identified: consumption and energy demand; air pollution; investments in renewable energy; energy poverty; and energy system flexibility. Based on the current research findings and perception of the problem, the main insights for future research in the field are provided.
