The purpose of this study is to formulate a model for sustainable development of the mortgage market in Azerbaijan, taking into account commercial risks of housing construction, the risks of the construction industry, social visions of mortgages, state pressure, and support. The following five key research stages can be distinguished. Namely, identification of commercial risks of housing construction based on a survey; evaluation of the effectiveness of risk diversification strategy; determination of the social vision of a mortgage; substantiating the main directions of state pressure and support for mortgage market development; and creation of a model for sustainable development of the mortgage market in Azerbaijan. At the same time, it is proposed to use a methodological approach to assessing the effectiveness of the model based on the construction of the multivariate linear regression equation. The inclusive model of sustainable development of the mortgage market in Azerbaijan provides for the formation of a favorable institutional environment. Given the selected modules, forecasting the effectiveness of the proposed inclusive model demonstrates its effectiveness in the direction of enhancing mortgage lending based on interest rate regulation taking into account the benefits of green housing construction.

The proposed modelling of the relationship between the spatial and component structure of the construction industry development and the environment helped to obtain combinations of high and medium levels of the impact of integral indicators of labour, productive and foreign economic components of the construction sector on the environmental index of the region. The high level of adaptability of the models used for the period 2013– –2018 confirms the relationship between the development of the construction sector in most regions of Ukraine and the lowest level of the ecological index. This proves the scientific hypothesis about the negative impact of construction on the country’s ecosystem. The study indicates that the dynamic characteristics of the relationship between the building system and the environment should take into account the existence of direct and indirect or even “hidden” relationships between the components. The scientific value of the study consists in using models of fuzzy sets to assess the relationship between the construction system and the ecosystem based on defuzzification, which preserves the flexibility of the process of assessing the development of subsystems in construction and making decisions as to reducing the negative environmental impact in regions.

Dynamic Convergence of Green Total Factor Productivity in Chinese Cities

China’s energy consumption in urban areas accounts for a large proportion of total energy consumption, and many pollutants are emitted with the energy consumption. Considering the requirement for green development of economy, it is necessary to study the green total factor productivity (GTFP) in cities. In this study, the Malmquist index, spatial autocorrelation analysis and convergence analysis are used to analyze the GTFP for 263 prefectural or higher-level cities in China. The results show a growing trend of values measured by the GTFP in Chinese cities, indicating an increase in efficiency. In addition. the eastern region has the highest efficiency, followed by the central region while the lowest being the western region. The calculated values of GTFP show a relatively strong overall spatial clustering with some local high-high clusters of high index values. GTFP also shows relatively weak divergence and no sign of convergence. Thus, we propose that, to improve GTFP and narrow the gap between regions, it would be necessary to enhance technological progress and restructuring industrial productivity in cities.
