Low-carbon energy transition is a response to the dual challenges of climate change and sustainable development. Recent years have seen the emergence of the discourse of just energy transitions, which position social justice at the centre of energy transitions. Authoritarian regimes, because of the established tradition of command-and-control policy making, are considered as the main battlefield for advancing a just transition globally. A case review of low-carbon energy transitions worldwide reveals an important and significant knowledge gap on justice issues in more authoritarian regimes. Two in-depth case studies in China show that, although social injustice seems to be inevitable for energy transitions in authoritarian regimes, adaptive transition governance mainly through indirect participation mechanisms offers a pathway toward juster energy transitions. The study calls for more nuanced and longer-term perspectives of social injustice that emerge in the process of energy transitions in authoritarian regimes.

This paper aims to explore the role of institutions, and specifically of the Ombudsman, in creating and practicing policies with relevance to energy poverty as a case of procedural energy (in)justice in a European context, while refining procedural energy justice. It is empirically informed by studies about the Austrian energy utility-based Ombudsman and the independent Ombudsman in North Macedonia, countries with a low and high level of energy poverty, respectively. I highlight the unexplored institutional capacity of the independent Ombudsman to discover hidden institutional energy poverty drivers, and the utility-based Ombudsman to alleviate energy poverty, and contribute to a socially just energy transition. The energy market and social welfare system are important institutions co-shaping energy poverty, and the energy utility plays an especially relevant role in creating or preventing energy injustices. Procedural energy justice applied to energy poverty is about how institutions treat citizens over access to affordable energy, and how citizens are (dis)empowered by that relationship.

During spring 2020, the world was shocked at the imminent global spread of SARS-CoV-2, resorting to measures such as domestic confinement. This meant the reconfiguration of life in an unusual space; the home. However, not all households experienced it in the same way; many of them were vulnerable. A general increase in energy consumption and discomfort in many cases, led these families to suffer the ravages of confinement. This study analyzes the energy and comfort situation for the Madrid (Spain) population, according to the configuration of the homes, the characteristics of the dwellings, the vulnerability index by district, and energy poverty (measured with the 10% threshold of energy expenditure of home incomes). The results show a greater exposure, in confinement, of vulnerable and energy-poor households to scenarios of discomfort in the home, to which they could not respond, while energy consumption inevitably increased. Driven by need, energy-poor homes applied certain saving strategies, mainly resorting to thermal adaptation with clothing. This study shows the risk these households experienced in the face of an extreme situation, and invites reflection on preventive and containment measures that aim to avoid harming the disadvantaged in the future; harm that would also entail serious consequences on the health of their cohabitants.
