In Brazil, the technical-scientific and informational knowledge records abundance of winds of high commercial viability and its use has usually occurred in spaces socially characterized by poverty. In the state of Rio Grande do Norte, the Mato Grande territory concentrates 3758 MW of installed capacity in 114 wind farms. In opposition to this economic and technological development, 5191 families settled in 73 rural settlements live in poverty, living with restrictions on land use and exploitation caused by water stress and without enjoying the benefits of energy activity. Therefore, the aim of this study is to understand the connections between the implementation of wind farms as sustainability promoters and the permanence of poverty levels. To this end, a literature review, secondary data systematization and field visits to two wind farms and two rural settlements were conducted, where interviews were conducted with their representatives. The results show that wind energy does not positively impact the researched region that has a history of backwardness and poverty. They also indicate that the wind projects implemented in the study area have disregarded the yearning for the development of the surrounding communities, since after a decade, they did not promote inflections on the family welfare curve. The research innovates in addressing the relationship between poverty and energy, thus, surpassing the frontier of the discussion “Energy Poverty”, since access to electricity is already universal in Brazil.

ResumoEste artigo trata do processo de implementação de empreendimentos de produção de energia eólica, bem como suas consequências em termos de sustentabilidade socioambiental e econômica. O objetivo do artigo é investigar os impactos socioambientais e econômicos na instalação e funcionamento de parques eólicos nos municípios de Itarema e Acaraú (Ceará), na perspectiva da comunidade. Configura-se como uma pesquisa exploratória e compreensiva, de natureza qualitativa, com suporte em dados coletados em entrevistas presenciais semiestruturadas, pesquisa bibliográfica e documental e registros de diário de campo. Para o tratamento dos dados, utilizou-se a técnica de análise de conteúdo, com auxílio do software Atlas.ti para categorização. Consideraram-se os dados com suporte no modelo de adaptação estratégica de Pettigrew (1987;, que compreende a elaboração de análises com base na leitura de três conceitos -"conteúdo", "contexto" e "processo". Constata-se que da implantação dos parques resultou um importante impacto ambiental, que trouxe como consequência, dentre outras, a degradação de um ambiente -no caso, o manguezal -utilizado como fonte de renda por uma comunidade.Palavras-chave: Energia eólica. The relationship between economic growth, renewable and nonrenewable energy use and CO2 emissions: empirical evidences for Brazil

This article examined the causal relationship between economic growth, carbon dioxide (CO2), and renewable and nonrenewable energy use for the 27 Brazilian states from 1997 to 2016. In order to achieve this objective, the system‐generalized method of moment was applied together with the autoregressive vector model for panel data. Estimates of the multivariate model established important relationships to promote public policies. Empirical results show that there is a two‐way relationship between economic growth and CO2 emissions. While growth negatively causes CO2 emissions, the impact of CO2 emissions on economic growth is positive. Additionally, the degree of using nonrenewable energy has a positive effect on economic growth and CO2 emissions. On the other hand, renewable energy use positively affects economic growth and negatively affects CO2 emissions. Also, economic growth positively causes the use of energies derived from renewable and nonrenewable sources. Finally, as expected, CO2 emissions do not affect energy use. © 2021 Society of Chemical Industry and John Wiley & Sons, Ltd.
