Encouraging Environmentally Friendlier Cars via Fiscal Measures: General Methodology and Application to Belgium

Abstract: Abstract:In this paper, a Belgian tax reform plan is elaborated to respond to the EU proposal that requires member states to restructure passenger car taxation systems, preferentially based on the CO 2 emissions of the car. A tax orientation on CO 2 emissions alone might however favour diesel vehicles, characterised by a higher fuel efficiency, whereas they release more polluting emissions (PM and NO x ) than comparable gasoline vehicles. This paper introduces a methodology, the Ecoscore, as a potential tax as… Show more

“…Together with fiscal levers as proposed by Turcksi et al [24], financial support, and emission restrictions that have the goal of making road transport more sustainable, an additional proposal, related with the content of the research, for energy policy is to favor highway electric mobility by reducing toll in highways, to foster the e-mobility for interurban routes.…”

“…Although the issues related with battery performance, life-cycling, as analyzed in other research, or the grid implications and grid services of fast charging are not considered here in-depth [24,25], it is interesting to mention that there are potential services to be offered also by fast charging points, such as power quality services only discharging slightly the battery [26]. Other services and applications, as highlighted in the available research, may not be feasible for highway fast charging, due to the need of the user to charge as fast as possible and continue the highway trip [25], unless the charging stations are paired with energy storage.…”

“…The Eco score rating has been transformed from the total environmental impact (TI), with a rating of 100 representing a total clean and silent vehicle. The benchmark for a clean vehicle corresponds to an Eco score rating of 70 [9]. The transformation is based on an exponential function (Figure 33) to avoid negative results.…”

“…Therefore, the goal-setting link of local government fiscal governance has a strong influence on the regional energy utilization [85]. When the local government's fiscal governance leans towards protecting the regional ecological environment and realizing energy conservation and green technology development, the original distortion and damage to the ecological environment caused by the local government's short-term economic behavior will be corrected by the development energy conservation and energy efficiency improvements in fiscal policy and industrial policy [86]. In recent years, the status of China's ecological civilization construction in the Five-Sphere Integrated Plan has gradually been ascending.…”
