This study aims to explore the sustainable development of the regional economy from the perspective of human capital. Based on the panel data from 2005 to 2019 in Shandong Province, China, this study first analyzes the interactive coupling mechanism between human capital and sustainable economic growth, and then constructs the evaluation model of coupling coordination degree. Results reveal that Shandong Province’s human capital and sustainable economic growth gradually increased; the coupling coordination degree of human capital and sustainable economic growth changed from a state of mild imbalance to slight coordination; sustainable economic growth lagged human capital development; education scale, innovation capacity, growth level, economic openness, and investment and consumption level are the key factors affecting sustainable economic development. Through the above research, the study puts forward policy suggestions conducive to sustainable development in China.

Tourism Competitiveness Evaluation: Evidence From Mountain Tourism in China

The evaluation of tourism competitiveness is an important tool for analyzing the potential of tourism in a specific context. Enshi Autonomous Prefecture (EAP) in China is selected as a case through which to explore the potential of mountain tourism and its competitiveness in the tourism industry. This study develops EAP’s mountain tourism competitiveness model focusing on three criteria: core competitiveness of mountain tourism, the economic environment’s competitiveness, and infrastructure competitiveness. Context-specific customized evaluation index has been applied to data collected from EAP Statistical Yearbook for 2005–2014. The study reveals that the value of EAP’s mountain tourism core competitiveness, economic and environmental competitiveness, and infrastructure competitiveness are 84.292, 13.4, and 2.308%, respectively. When tourism core competitiveness is increased by one unit, EAP’s mountain tourism competitiveness will increase by 0.84292 units. Similarly, when economic environment competitiveness is increased by one unit, EAP’s mountain tourism competitiveness will increase by 0.134 units. EAP’s mountain tourism competitiveness increases by 0.02308 units when infrastructure competitiveness increases by one unit. The major reasons for low levels of competitiveness were lack of awareness of the county authority, a low level of cooperation, and weak infrastructure. The recommendations from the study’s findings are as follows. Firstly, the county authority should appropriately improve the relationship between competition and cooperation, maintaining cooperation in competition, and competition in cooperation. Secondly, the county authority should strengthen communication by establishing an effective coordinated mechanism. Thirdly, the county authority should improve the sense of cooperation and jointly develop the mountain tourism market. Fourthly, the county authority should improve the construction of tourism infrastructure and break down the barriers to tourism cooperation. The study’s findings help develop a “win-win” cooperation mechanism within the competition and support the sustainable development of the mountain tourism industry while reducing poverty and promoting the revitalization of the mountains of China.

The spatial-temporal pattern evolution and influencing factors of county-scale tourism efficiency in Xinjiang, China

Scientific evaluation of the development efficiency of the regional tourism industry has important practical significance in promoting the high-quality development of the industry. This study calculated the county tourism efficiency and total factor productivity (TFP) for 86 counties and cities in Xinjiang, China, from 2011 to 2019 based on the SBM-data envelopment analysis model and the Malmquist productivity index model, which determines the respective temporal changes and spatial differences. The factors affecting the evolution of the spatial–temporal pattern of the tourism industry efficiency were also analyzed using the geographic detector model. The results show that: (1) The average tourism efficiency of Xinjiang county from 2011 to 2019 was at a low level of 0.382. During the study period, the evolution trend of the tourism efficiency fluctuated. There was a positive spatial autocorrelation in the tourism efficiency. The difference between cold and hot spots was evident by “hot-in-the-north and cold-in-the-South” characteristics. (2) The TFP maintained an upward trend during the research period, with an average annual growth rate of 28.7%. The number of counties and cities with an increased TFP was much higher than those with a decreased TFP, and its growth was mainly attributed to the progress of technical efficiency. (3) The county tourism efficiency was mainly affected by the level of economic development, tourism resource endowment, market scale, and government policies. There were large differences in the intensity and space among various influencing factors. During the research period, the influence of the economic development level and market scale gradually weakened, and the influence of tourism resource endowment and government policies continuously strengthened.
