This study explored the extent to which health and safety (H&S) are considered in the procurement of public sector projects in Ghana. This is based on the background that procurement decisions have implications for project H&S management. The enormous size of public procurement projects offers opportunities for public clients to influence the behaviour of the construction market including the promotion of H&S through procurement. To date, no study has fully assessed the extent of H&S considerations in procurement decisions for public sector construction projects in Ghana. To fill this gap, this research has provided an evidence-based assessment of H&S considerations in the various stages of the procurement process for public sector projects in Ghana. Through a questionnaire survey, data were collected from construction industry professionals in Ghana. The data were subjected to statistical analysis to evaluate the extent of H&S considerations. The findings suggest that H&S is given low priority in the procurement of public projects, because clear project objectives relating to H&S are not set, and adequate consideration is not given to H&S at the various procurement stages. Based on the findings, this research has made recommendations to promote H&S in public procurement in Ghana.

BACKGROUND: Occupational incidents and accidents are still commonplace in the contemporary workplace, despite increased understandings of safety. OBJECTIVE: This article aims to yield new insights into safety-related thinking, decisions and behaviours through the application of an institutional logics perspective. METHOD: Semi-structured interviews with twenty-two managers in a railroad construction and maintenance organisation were conducted, in which a variety of topics related to occupational safety and management were discussed. RESULTS: The results illustrate that an institutional logics perspective provides useful insights into the different logics of the market, profession, and corporation in the occupational safety context. Furthermore, the results demonstrate contradictory viewpoints, so-called complexity, between these three logics and subsequent management approaches. CONCLUSIONS: We demonstrate that viewing occupational safety through the lens of institutional logics leads to a better understanding of safety and reveals various rationales for safety attitudes and behaviours that otherwise may have been dismissed as irrational. Understanding and possessing the discourse of logics can help managers and safety professionals with analysis and prevention of accidents.

Ensuring the reliability and safety of renovation facilities when introducing modern methods of building control

The purpose of this paper is to compare building control procedures in the countries of the European Union (EU) and Russia. Considered issues are related to regulatory regulation in countries, a fundamental approach to control, participants, performance results, as well as a vector for the development of construction control activities. The solution of these problems was carried out with the help of studying the foreign experience of research on this subject, as well as studying the regulatory framework for this area in the Russian Federation and the countries of the European Union. As a result of the science-metric analysis, a systematized database of official sources for regulating construction control was created. In addition, the concept of automated control was developed. The result obtained allows us to develop a comprehensive system of building control, to ensure an increase in the safety of construction and installation works. Using the data obtained, it is possible to take into account the experience of both structures and create automated software to track the construction process as a whole or as individual parts, to timely eliminate the identified defects. The possible options for improving software technologies for building control that differ from the others is by the possibility of choice of independent and dependent control parameters, by model of processing results of the construction process control in order to localize the defective situations and minimize the size of the secondary damage from the effects of the commissioning of buildings. Based on the obtained data the further development of models and algorithms for construction control of buildings and structures providing the required level of reliability and safety of their construction and operation, taking into account technical and economic efficiency criteria.
