Electric Two-Wheelers, Sustainable Mobility and the City

Abstract: Congestion, lack of accessibility, social equity, air pollution, as well as rising CO 2 emissions are some of the key issues urban transport policymakers face. Motorised twowheelers and their accessibility benefits are often ignored in this discourse or seen as undesirable for reasons of pollution, noise, road safety and driving behaviour. Cycling, on the other hand, is viewed positively, yet faces substantial social and political barriers, and is suitable mainly for shorter trips. This chapter explores the ro… Show more

“…This is mainly related to ease of travel and the low purchase price of E2Ws [13]. In 2018, E2Ws had a sale of 30 million units and a total stock of 250 million units in China [22]. Market share for E2Ws is slowly growing for other Asian countries as well, such as India, Vietnam and Taiwan.…”

“…Bakker [5] found that the ETWV has a crucial influence on urban transportation planning; however, traditional traffic planning often ignores the ETWV because of its current unpopularity. is study collected the development policies of China, Vietnam, the Netherlands, and other countries for discussion, and the results show that if appropriate measures can effectively improve the utilization rate of ETWVs, such as implementing low emission areas, phasing out traditional motorcycles and improving the traffic-related legal framework, the main planning principle of urban planning will be to increase the attractiveness and safety of ETWVs.…”

“…Awareness of SUMPs and NUMPs as a key policy tool is picking up in recent years. NUMPs are challenging especially because the national government is often reluctant to allocate financial resources to cities, with the local governments in turn not seeing the benefit of planning guidelines from a higher-level authority; • QW 3 (Promoting electric two and three wheelers): two-wheelers are not popular with policymakers [57], who see motorcycle drivers as reckless and often involved in traffic crashes, rather than a flexible, fast and space and energy-efficient mode of transport. However, electrification is increasingly acknowledged as part of air quality and energy security strategies; • QW7 (Fuel economy policies) with for example India adopting relatively ambitious standards.…”
