The scientific literature and reports by international bodies recognise the importance of governance in tourism. This is a process whereby different stakeholders interact in order to solve problems and find opportunities for the different sectors involved. For the purposes of this article, different approaches have been analysed with the aim of understanding the full governance process among stakeholders. In order to validate the main findings, a panel of experts was set up to establish the characteristics a model should have when implementing the principles of good governance as a key tool for managing tourist destinations. This model is aimed at guaranteeing the sustainable development of tourism and enhancing competitiveness. There is a great consensus about how governance must be applied, establishing an open and participatory model which must be transparent and effective, capable of attracting the participation, coordination and collaboration among stakeholders using a clear methodology divided into different stages: diagnosis, planning and strategy, execution and monitoring, and evaluation.

Este artículo analiza cómo los principios y los valores cooperativos de la economía social son los más pertinentes para potenciar una inteligencia relacional que supere los potenciales efectos adversos para personas y territorios de la delegación de las relaciones humanas en una inteligencia artificial basada en valores capitalistas. El análisis se basa en el estudio del caso de la plataforma cooperativa francesa Les Oiseaux de Passage, que da soporte a diferentes comunidades patrimoniales europeas en la puesta en valor de su patrimonio cultural a través de actividades ligadas al sector turístico. En este caso, la tecnología opera como desintermediadora, desautomatizadora y desestandarizadora, aportando mayor transparencia y equidad al conjunto de relaciones que se establecen y contribuyendo al desarrollo de relaciones más horizontales y a la democracia económica entre los socios y con las personas visitantes.

Managing Tourist Destinations According to the Principles of the Social Economy: The Case of the Les Oiseaux de Passage Cooperative Platform

Two key factors that need to be considered in the management of tourist destinations are the model of governance that is adopted and the kind of technology that is employed. Poor decisions in this regard can have serious consequences for sustainability in accordance with the 2030 Sustainable Development Goals (SDGs). This case-study analyses the outcomes of an axiological and practical application of cooperative principles, with appropriate technological support, to the territorial governance of travel and hospitality services. It focuses on the implementation of an R&D+i project to create an online cooperative platform managing 40 destinations. The practical application of these principles is seen to require a shift in perspective, not only in terms of the conception of territory, going from a space of purely capital valorisation to a commonly-held co-constructed heritage asset, but also in the approach to the use of technology, which favours peer-based collective intelligence over blind artificial intelligence. The most notable features of the model identified by the findings are increased proximity and inclusiveness on the part of users, and enhanced sustainability. With respect to the technological platform, the analysis indicates that it is scalable and replicable, as demonstrated by the growth from 7 to 40 destinations in a single year.
