This paper examines the relationship between annexation and municipal finance and addresses a gap in the literature by studying the role of revenue structure and fiscal constraints. Using a large national sample of urban municipalities, the analysis shows that territorial expansion by itself does not influence municipal fiscal outcomes with the exception of large single parcels annexations which increase spending. We also observe negative effects of population changes on revenues and spending per capita. Since population changes typically accompany annexation, we conclude that annexing cities tend to use their added tax base to spread the revenue burden more widely rather than to increase the size of government. An important implication of this study is that state‐imposed fiscal constraints do not hamper annexation success and that comprehensive urban development policies may be needed to accommodate growth and development after annexation.

The debate over the effect of government structure is one of the most examined aspects of administration. At the municipal level, much of this work has focused on the structural reforms of the Progressive era. Three of these reforms -city managers, at-large elections, and non-partisan elections -were meant to make cities more professional and efficient. Three more -initiatives, referenda, and recalls -were meant to make cities more The main proposition is that differences in local government spending are no longer due to professional structures as they were in the past, and that future differences will have more to do with democratic elements. The results presented here support this thesis. Results from this study show that professional structures are no longer associated with lower levels of spending. The use of direct democracy measures was associated with different levels of spending. Cities with higher rates of initiative use were found to have higher per capita spending levels, and were more likely to focus spending on social services rather than police. Race was the most significant demographic factor, with spending levels going down as cities became less diverse.As democratic structures seem to have more of an effect on spending than professional structures, the last chapter suggests new avenues for study. In particular, newer democratic structures such as participatory budgeting are spreading, creating new opportunities for involvement and research.vi

Fiscal self‐sufficiency, debt policy, and long‐term sustainability in China's emerging local bond market

Using panel data from 155 Chinese provincial‐level governments between 2015 and 2020, this study develops fiscal indicators to measure the sustainability of China's bond market given its institutional context. With these indicators, the research empirically explores the effect of fiscal institutions such as centrally‐imposed debt limits on local governments' debt sustainability. It also investigates the capacity of local governments for self‐sufficiency to meet their debt obligations and maintain long‐term sustainability. We find that debt limits have promoted local debt sustainability while local fiscal self‐sufficiency has had little effect on debt sustainability in the long‐term. The findings provide public finance and policy scholars with an understanding of the effectiveness of fiscal institutions such as debt limits imposed by China's central government.
