Effects of Hierarchical City Centers on the Intensity and Direction of Urban Land Expansion: A Case Study of Beijing

Abstract: Worldwide urban spatial expansion has become a hot topic in recent decades. To develop effective urban growth containment strategies, it is important to understand the spatial patterns and driving forces of urban sprawl. By employing a spatial analysis method and land use survey data for the years 1996–2010, this study explores the effects of hierarchical administrative centers on the intensity and direction of urban land expansion in a Beijing municipality. “…The distance to city center is the most important location factor influencing urban land expansion. A short distance to the city center leads to a stronger intensity of social–economic activity, thus increasing the possibility of developing land for the city [ 27 ]. Developed transportation can significantly promote the acceptance of market influence and decrease the transfer cost, which will increase the economic supply of land [ 28 ].…”

“…As the population density continues to rise, the spatial structure of the city gradually shows a polycentric development trend. The convenience of the commercial center and the government's real-estate-development-oriented infrastructure means that the commercial subcenter of the old city and the new suburbs become the main areas of the city's subcenter [25]. Meanwhile, the reform of the tax-sharing system, initiated in 1994, led to a decline in fiscal revenues without changing the obligations of the local government, which forced them to search for new methods of fiscal balance.…”

“…This is one of the most important factors which has led to the differentiation of rural function. Meanwhile, in recent years, multi-center network organization has become the main feature of the internal spatial relationship of urban areas [49,51]. As the most basic administrative unit, villages are affected by multi-level administrative governance and receive radiation from multi-level governments.…”
