Effectiveness of a REDD+ Project in Reducing Deforestation in the Brazilian Amazon

Abstract: We estimate the early effects of the pilot project to Reduce Emissions from Deforestation and forest Degradation (REDD+) in the Brazilian Amazon. This project offers a mix of interventions, including conditional payments, to reduce deforestation by smallholders who depend on swidden agriculture and extensive cattle ranching. We collected original data from 181 individual farmers. We use difference‐in‐difference (DID) and DID‐matching approaches and find evidence that supports our identification strategy. We es… Show more

“…On the positive side, the results above imply that, whenever the right preconditions exist, or can be created, land-use conditional incentives can be an important component in complex policy mixes. The sample features cases where conditional incentives were applied quite successfully with respect to environmental impacts (e.g., Simonet et al, 2018b). The use of conditional incentives was endorsed as both well-performing and promising by project implementers and households alike.…”

“…Another key aspect of RBF is the choice, by the receiving country, of the interventions that will be supported by the program. [27,31]. Weatherley-Singh and Gupta [32], for example, find that REDD+ activities must directly target the drivers of deforestation, such as forest fires and illegal logging, as well as structural drivers, such as changes in land tenure and land-use planning.…”

“…Second, several papers examine the impact of monitoring and the role of institutions in the Amazon itself, notably Hargrave and Kis-Katos (2013), Assunção et al (2017), and Burgess et al (2017); payments for ecological services programs have also been studied as alternatives to command-andcontrol policies by Pattanyak et al (2010), Alix-Garcia et al (2012, Jayachandran et al (2017), Jack and Jayachandran (2018), and Simonet et al (2019). Compared with these papers, our analysis examines the effectiveness of an optimized counterfactual policy-targeting strategy as a way of overcoming institutional and political obstacles.…”
