Tosari and Sapikerep villages are two villages in the TNBTS area which are included as one of the priority areas in Indonesia. Nature tourism or agro-tourism and cultural tourism are the characteristics of the two villages. Thus, Agro-Cultural based Edutourism is one of the potential developments in the village area. The pentahelix development model is considered appropriate because it is known that the two villages collaborate with 5 roles, namely government, private sector, academia, mass media, and the community. This article is the result of research conducted for 2 months using a qualitative method with data collection techniques through in-depth interviews, focus group discussions, and observations, where research was conducted to fully describe how the pentahelix collaboration pattern occurred. As a result, the role of various actors in the pentahelix collaboration model is quite optimal. From a regulatory perspective, the central government and regional governments have shown their role where basically the two villages have become part of the tourism priority villages which in terms of infrastructure are maximally supported by the central government. As well as with regard to licensing, it is very easy to take care of development permits and public facilities that support tourism businesses and make it easier for tourists. From the private sector, many companies and investors started arriving to work together in the two villages, through their Corporate Social Responsibility pattern. On the other hand, the media also plays an important role in efforts to introduce tourism potential so that it is more widely known by tourists, while academics work together in terms of planning that is in accordance with science, as well as the active role of the community which turns out to be open and mutually willing to build villages.

Dalam upaya untuk meningkatkan pariwisata pemerintah mengembangkan sektor pariwisata melalui kolaborasi pentahelix. Curug Malela merupakan salah satu pariwisata yang berada di Kecamatan Rongga, Kabupaten Bandung Barat memiliki potensi untuk dikembangkan karena keunikan curugnya. Pemerintah Daerah Kabupaten Bandung Barat berupaya untuk mengembangkan pariwisata dengan melakukan kolaborasi dengan berbagai pihak seperti Disbudparpora (Dinas Kebudayaan Pariwisata Pemuda dan Olahraga), kecamatan, akademisi, media, pelaku usaha dan komunitas. Akan tetapi, tidak diketahui sejauhmana keterlibatan dari pihak-pihak terkait dalam pengembangan pariwisata ini, dengan demikian, yang menjadi rumusan masalah dalam penelitian ini adalah bagaimana model Penta Helix dalam Pengembangan Pariwisata di Kecamatan Rongga Kabupaten Bandung Barat. Tujuan penelitian ini adalah untuk mengetahui keterlibatan dari masing-masing aktor agar tetap terjaga sinergitas serta untuk mengoptimalkan kolaborasi pentahelix. Metode penelitian yang digunakan yaitu deskriptif kualitatif. Kesimpulan dalam penelitian ini adalah model Pentahelix dalam pengembangan pariwisata di Kecamatan Rongga, Kabupaten Bandung Barat belum berjalan dengan optimal. Hal ini karena kolaborasi antar actor belum berjalan mengingat masih ada kecenderungan aktor -aktor yang berjalan sendiri-sendiri, selain itu masih adanya ketidakpercayaan antar aktor.

Lake Toba is one of the government's five proposed super tourism locations. Strengthening the tourist sector is a key component of a region's national development strategy. The tourist sector was chosen to be strengthened because it has the potential to boost the Indonesian economy. As for the real battle in managing Lake Toba tourism in terms of human resources, citizens' understanding of tourism is still limited, the model of service to tourists is still lacking, tourist attractions that have not been maintained on a consistent basis tend to emphasize nature and neglect cultural attractions, and insufficient infrastructure such as road access. The goal of this research is to determine the local community of Toba Regency's willingness to participate in the development of Lake Toba tourism and the ability of the local community's great service abilities to attract tourists. This study takes a qualitative-exploratory strategy, stressing characteristics of enrichment in the field as a research force through data gathering approaches such as surveys, literature reviews, finding specific cases and selecting goals, data collection, data analysis, and conclusion. The technique for developing an ideal tourist plan is based on Jacqueline M. Stavros' SOAR model, a combination of SWOT analysis and Appreciative Inquiry (AI). This approach entails all stakeholder groups in order to collect data on the strengths, opportunities, goals, and outcomes of the Lake Toba tourism planning model in the Toba district.
