Contract farming is a practice in order to decrease the risk and uncertainty commonly done on farming. Generally, contract farming is divided into two types that are production contract and market contract. Contract farming is commonly done on the strategic and high-risk agricultural? commodities, one of them is the potato. Potato (Solanum tuberosum) is a commodity with high risk. One of the contract farming done on potato commodity is a contract occurred between farmer group and PT. “KLM” in Ijen District Bondowoso Regency, East Java Province Indonesia. The writer would like to review more related to the contract farming pattern occurred and compare the potato farmers’ income following the contract farming and independent contract. This research was done from February until April 2019. Samples in this research used probability sampling on 106 potato farmers consisting of 76 farmers incorporated within contract farming and 29 farmers independently. The research results showed that contract farming intertwined was the contract farming type of market. The comparison of potato farmers income following the contract farming was lower than independent potato farmers income with the difference of IDR 4,515,417.49.

The availability of Indonesian potato seed and production of potato for consumption depends on the availability and quality of Generation 0 (G0) potato seed. This study aims to observe G0 potato seed production management in Indonesia. Data were collected through Focus Group Discussion (FGD) and survey. Thirty-seven G0 potato seed producers participated in the survey. Data were analyzed descriptively, while the feasibility of the farm budget of G0 potato production was calculated using the enterprise budget method. The results showed that the producers had challenges on capital to broaden the screen house to extend the production scale and limited plantlet availability. Meanwhile, they did not have any problems with other production aspects, such as controlling pests and diseases and the marketing of the G0 seed. Government supports to provide screen houses to fulfil producers' necessity and delegate the legality of potato plantlets are needed to create a better Indonesia's potato seed system.

National statistical data shows that almost all of Indonesia’s garlic needs are imported from other countries. Local production is only less than 10% of the total national demand for garlic. The Indonesian government is currently working to increase national garlic production in order to reduce imports dependency. One of the efforts taken is to increase the planting area through mandatory planting regulations for garlic importers. Every importer is required to grow garlic in Indonesia, which, if converted, is equivalent to five per cent of the total imported garlic. Importers are given freedom regarding the planting mechanism, whether to plant by themselves or through the partnership scheme with farmers. Particularly for the partnership scheme with farmers, it is necessary to study a partnership scheme that is mutually beneficial for both parties. A study was conducted in 2018 as part of a horticultural development policy analysis research to examine the effectiveness of cooperation in implementing mandatory garlic planting regulations for importers. This research was conducted in three locations, East Lombok, Magelang, and Temanggung. This study found that each of the three locations has different cooperation schemes. Farmers are interested in forming partnerships with importers for several reasons: certainty of obtaining seeds and operational costs, and other reasons such as marketing certainty and the opportunity to get cultivation technology assistance.
