Educational policies and professional identities: the case of Chilean special educational needs (SEN) teachers under new regulations for SEN student inclusion in mainstream schools

Este artículo discute la forma en que la política pública entiende el concepto de inclusión de los estudiantes con necesidades educativas especiales o discapacidad, lo traduce en normativa y lleva tales regulaciones a la práctica. A partir de una observación etnográfica, exploramos las variadas formas en que se implementan prácticas inclusivas en el marco de la política edu- cacional chilena. Nuestro hallazgo principal es que no existe un concepto de inclusión único y fijo en la actualización de la política pública, sino que se materializa en la práctica de formas dinámicas y múltiples, poniendo en contacto diversos actores, humanos y no-humanos, los cuales despliegan sus agencias. Esta situación hace difícil la puesta en marcha de una política nacional unívoca, pero a la vez abre paso a la posibilidad de territorializar situadamente ciertas prácticas y saberes.

“…Yet, the way in which teacher pair work is stipulated in Decree 170 makes fruitful co‐teaching difficult. The scarce presence of the SEN teachers in the classroom (only 6 hours out of a total of 40), the lack of value perceived in their ability to diagnose SEN (the decree stipulates that diagnoses must be dictated by ad‐hoc doctors and specialists), and the mandate for learning the mainstream national curriculum (which is measured through standardized tests) place the SEN teacher second in the educational field (Palacios, Larrazabal & Berwart, 2019). To conduct their lesson, Daniela and Gala apply practices that are appropriate for SEN students, allowing them to participate in learning, but the tension that occurs between covering the contents (and thus, complying with the regulatory mandate regarding the national curriculum and achieving a satisfactory performance on standardized tests) and conducting a class for all students is permanent, and even we experienced it as observers.…”
Este artículo analiza las políticas educativas chilenas orientadas hacia la inclusión, a través de un enfoque etnográfico. Describimos y analizamos las características que conforman la infraestructura de la política como un conjunto de reglas que establecen cómo las escuelas deben implementar una educación inclusiva para los estudiantes con necesidades educativas especiales. La exploración de lo que llamamos la infraestructura de la política nos permite mostrar las formas en que el régimen se territorializa, así como los numerosos procesos de coordinación que surgen para mantener o desterritorializar el régimen de la política establecida. Nos basamos en la observación participante, en entrevistas y análisis de documentos para describir cómo las prácticas de las escuelas están entrelazadas con la infraestructura de una política no libre de contradicciones. Nuestro principal hallazgo es que no hay una política terminada para la educación inclusiva sino un ensamblaje de políticas que siempre están cambiando y en el que diversos actores, tanto humanos como no humanos, están permanentemente negociando sus posibilidades de agencia y de poder.

ResumenUna oportunidad está representada en los estándares estatales básicos comunes para las matemáticas para un acceso más amplio a contenido educativo preciso, tener un conjunto común de estándares promueve de manera positiva evaluaciones y libros de texto de mayor calidad, y facilita que los estudiantes que se mueven entre los estados se adapten a sus nuevas escuelas. Pero, el mayor efecto de los estándares puede ser que alteran el enfoque de la enseñanza de las matemáticas, ya que los nuevos estándares de matemáticas ofrecen la posibilidad de un plan de estudios común dentro de diferentes escuelas, distritos y estados.
