“…While criticizing the considered attitudes regarding the definition of the role of the fuel and energy sector in industrial modernization, special consideration is required for the statement put forward by E. Gaidar, which later became generally accepted, that "forming domestic energy prices in Russia below world prices is a mechanism for subsidizing Russian energy consumers". According to Gaidar and his followers, domestic prices for oil and petroleum products in Russia should be equal to world prices; otherwise, there is unfair competition on the part of Russia, because the sale of Russian fuel products depresses foreign consumers (REPNIKOVA et al, 2019;SOROKIN, 2015). Translating this viewpoint, its adherents, first of all, take care of the so-called "partners" who are at least competitors, rather than about economic security and improving the competitiveness of the domestic economy.…”
