This paper surveys some of the key themes in European agricultural policy research in recent decades. It identifies three main drivers of this research: a gradual broadening of the scope of the discipline in response to changing political priorities and values; an enlarged toolbox of policy instruments that has raised new questions and required the development of new modes of analysis; and the availability of new data sources, increased computing power, as well as the introduction of new methodological advances from economics, statistics and psychology that have opened the way to new and more powerful analytical tools. Particular attention is paid to direct payments and agri-environment-climate measures as examples of new policy instruments that have driven the research agenda. The paper concludes by identifying requirements to ensure that agricultural policy research remains vibrant and relevant in the future.

Although the beneficial impact of Common Agricultural Policy (CAP) on the stabilization on farming income is undisputable, the distribution of benefits derived from the CAP between operators and regions gives rise to some controversy. The objective of this paper was to estimate regional differences in the benefits derived from the Common Agricultural Policy in Poland based on the partial equilibrium model of the European Union (EU) agricultural sector with simulated interventions. The expectations of farmers from different regions of Poland were represented as a non-cooperative game to define vectors of change in the agricultural policy. The theory of moves was applied to set the game between different groups of farmers. Our results demonstrate that both the 1st and the 2nd pillars of the CAP were more profitable to farmers from regions with a more advantageous agrarian structure and a higher agricultural potential compared to their peers from the regions with a fragmented agriculture. However, considering long-term development objectives of the Polish agriculture, the theory of moves outcome argues against compensating for these differences by increasing redistributive payments to farmers in less favorable regions. To prevent widening of regional differences and ensure the social and economic development of rural areas in regions with less favorable agrarian structures where agriculture is currently unable to compete, it would be critical to enhance conditions for alternative types of economic activities.

In this paper, an original analysis of the direct payment rate shaping mechanism -in terms of the process and from the perspective of game theory -has been carried out. The factors determining the direct payments rates were identified. The results of measuring the impact of these factors on payments rates fluctuations were presented. The territorial scope of the study is Poland. The time range covers the years 2016-2020. The objective scope of the analysis includes four direct support instruments. It was found that the rates of sectoral area payments vary to a greater extent than the rates of general payments due to fluctuations in the area approved for a payment. The findings of this study can be used to develop a method for predicting payments rates based on the analysis of the fundamental factors. The prediction of payments rates could be used to support decision-making processes in agricultural policy. Therefore, the research results involving the decomposition of payments rates are of significant practical value in addition to their cognitive significance.
