Universidad San JorgeResumen: El objetivo del proyecto Mapa Infoparticipa es mejorar la transparencia de las administraciones públicas locales. Se ha desarrollado un procedimiento de auditoría cívica que comienza con la evaluación de la información publicada en las webs de las corporaciones. Los resultados se muestran en el Mapa Infoparticipa, se elaboran informes para darlos a conocer a los medios de comunicación, se asesora a los ayuntamientos para que mejoren sus resultados y se concede un sello acreditativo a los que obtienen resultados satisfactorios. En 2012 se hizo una primera evaluación de las webs de los 947 ayuntamientos de Cataluña y se han hecho dos más en los años siguientes. Comparando los resultados obtenidos, mostramos el estado de la transparencia en esos dos momentos y la utilidad del procedimiento. Los ayuntamientos que han aplicado los criterios del proyecto están mejor preparados para adecuarse a la Ley de Transparencia, vigente desde diciembre de 2015.Palabras clave: Comunicación pública; comunicación local; transparencia; participación; democracia; gobiernos locales. Title: TRANSPARENCY OF LOCAL GOVERNMENTS OF CATALONIA BEFORE THE VALIDITY OF THE STATE AND AUTONOMY LEGISLATION.Abstract: The objective of the project Infoparticipa Map is to improve the transparency of local public administrations. A procedure of civic audit has been developed, which starts with the evaluation of the information published on the websites of corporations. The results are shown in the Infoparticipa Map, reports are elaborated to make them known on media, local governments are advised in order to improve their results and a certification seal is granted to those getting satisfactory results. In 2012, there was a first assessment of the websites of 947 local governments in Catalonia and two more were made in the following years. Comparing obtained results, we show the status of transparency in those two moments and the usefulness of the procedure. Local governments that have applied the criteria of the project are better prepared to meet the Law of Transparency, in effect since December 2015.

Promoting Sustainability Transparency in European Local Governments: An Empirical Analysis Based on Administrative Cultures

Nowadays, the transparency of governments with respect to the sustainability of public services is a very interesting issue for stakeholders and academics. It has led to previous research and international organisations (EU, IMF, OECD, United Nations, IFAC, G-20, World Bank) to recommend promotion of the online dissemination of economic, social and environmental information. Based on previous studies about e-government and the influence of administrative cultures on governmental accountability, this paper seeks to identify political actions useful to improve the practices of transparency on economic, social and environmental sustainability in European local governments. We perform a comparative analysis of sustainability information published on the websites of 72 local governments in 10 European countries grouped into main three cultural contexts (Anglo-Saxon, Southern European and Nordic). Using international sustainability reporting guidelines, our results reveal significant differences in local government transparency in each context. The most transparent local governments are the Anglo-Saxon ones, followed by Southern European and Nordic governments. Based on individualized empirical results for each administrative style, our conclusions propose useful policy interventions to enhance sustainability transparency within each cultural tradition, such as development of legal rules on transparency and sustainability, tools to motivate local managers for online diffusion of sustainability information and analysis of information needs of stakeholders.

The purpose of this study was to analyze the relationship between citizen engagement in various public participation programs and the participants' assessment of transparency in local government. To examine this relationship, the study focused on three aspects of citizen participation: (1) citizen engagement in participation programs generally, (2) online versus offline participation, and (3) online or offline participation in policymaking phases specifically. A 2009 survey of residents of Seoul, South Korea, was used to test the study hypotheses, as it provided information from 1,014 respondents on their citizen participation and their perceptions of transparency in government. Surprisingly, citizens' engagement in public participation programs was not significantly associated with perceptions of transparency in government. Moreover, citizen participation in online programs had a marginally negative association with assessments of government transparency. However, citizens who engaged in offline participation programs during the policy agenda setting phase indicated a more favorable assessment of transparency in local government.
