The floods of 2015 and 2018 in the Middle Ebro River have led to a rethinking and updating of the forecasting and management systems. The improvements in the flow measurement systems applied in this type of extreme phenomena have led to questioning the values that were recorded in the past, officially changing the maximum flow rates of some historical floods. This has called for the need to update the knowledge/information of those recorded in the middle Ebro River, for example changing the return periods and making previous scientific studies obsolete. Updated data are applied, trying to re-characterize the floods of Ebro River since 1950, date in which the beginning of the “Anthropocene” is evident in the river management of the mainstream and its basin. At the same time, in the proposed risk management plans compliant with 2007/60/EC Directive, the structural measures are being replaced by more respectful and better adapted prevention systems for the river. The two processes interact and are essential for educating the population on risk, adopting preventive measures that are sustainable and consistent with the authentic (corrected) characteristics of the river and its floods. Thus, scientific knowledge has been consolidated as a tool to display corrected data, or, the river’s updated reality, and also to make the affected inhabitants aware of the need to follow new management protocols, focused on river resilience and social strategies.

“…La evolución analizada y cuantificada confirma la caracterización inicial del tramo como representativo del curso medio del Ebro, pero también singular por su intensa dinámica. El modelo evolutivo ratifica las estimaciones realizadas en publicaciones anteriores (Ollero, 2010;Ollero et al, 2015Ollero et al, , 2018, y puede resumirse en las siguientes fases: (i) una enorme y continua capacidad de cambio en el cauce del Ebro en la primera mitad del siglo XX, destacando 4 cortas de meandro en el área de estudio, además de destacables procesos de migración; (ii) una ralentización progresiva de la dinámica del cauce en la segunda mitad del siglo XX, acompañada de la contracción de la banda natural fluvial a causa del incremento de usos antrópicos en el espacio fluvial; (iii) una dinámica escasa y controlada en el siglo XXI, pero todavía con pequeños cambios constatables en las barras e islas gracias a la elevada frecuencia de notables crecidas en los últimos años, que refleja la funcionalidad del sistema fluvial. Completando este modelo general, el área de estudio registró más cambios que otros tramos del Ebro medio en el pasado, y paralelamente también parece mantener más capacidad de cambio que esos otros sectores.…”

River Culture: Life as a Dance to the Rhythm of the Waters

The Ebro is one of the largest river basins in Southern Europe, with an area of 85,000 km 2 , a river length of 930 km, and a population of more than three million people. Since ancient times, it has not only been a resource, but also a channel for communication, commerce and the settlement of great civilizations along its course. The Ebro Basin has always been rich in cultural heritage and blessed with a diverse biology. It hosts a wide variety of endemic species, some of which are now endangered by human-induced threats. Spain is one of the most vulnerable countries in Europe concerning climate change. It also has a long history of human-water relationships, evident from Roman (after 197 BC) and Umayyad-Muslim (after 711 AD) influences; both cultures are famous for their water management technologies. The Ebro River waters, coming from the Pyrenees mountain range with which it flows almost in parallel southwards, have always been coveted. Over the centuries, land and water exploitation have progressively intensified, and the most recent transformations have resulted in the Ebro now being one of the most stressed rivers in the world. A great number of large reservoirs produce a big amount of energy but have significantly changed the river's flow and sediment regimes. This regulation, combined with excessive water extraction for irrigation and drinking water in its thirsty surroundings, has been detrimental to almost all aspects of the river ecosystem. The highest impact is visible at the delta, which suffers from compaction, subsidence, and regression, today receiving less than 5% of the river's original sediment load. Despite being administered by one of the oldest hydrographic management organizations worldwide, the increasing overall water locations and subsequent environmental and social problems in the Ebro Basin area are a source of considerable on-going conflict and debate. This situation has given rise to one of the most powerful social movements in defense of the Ebro River. Several initiatives are underway to reverse the detrimental losses of natural geodiversity and functionality, by maintaining flows that sustain ecological health, giving natural space back to the river and improving human flood defense systems. Nevertheless, much remains to be done, and ongoing challenges can only be effectively tackled through well-directed (and previously-lacking) institutional will, backed by broad public consensus. If not, what has taken countless centuries to create will be lost in less than one.
