The demographic problem is one of the most acute in modern Russia, especially at the level of municipalities, most of which have experienced depopulation since 2010, when the country's population as a whole was increasing. Numerous actions are being taken to solve the demographic problem, and further expansion of their list is quite justified, since in the future the situation may become even worse. At the same time, the issue of the impact on the demographic situation of the municipal-territorial transformations carried out in the regions of the country, which are mainly aimed at abolishing or reducing the number of second-level municipalities — urban and rural settlements, has not been investigated. Meanwhile, public service institutions in the fields of education, healthcare and others may disappear, that negatively affects the living conditions of the population and does not contribute to solving demographic problems. Other consequences of municipal-territorial transformations also have not been studied. This article shows that the municipalities of the first level (urban districts, municipal areas, municipal districts), which in the period 2010-2020 were covered by transformations, are characterized by poorer demographic dynamics (less increase or more decrease in population) compared to other municipalities in the same subjects of the Russian Federation, which were not covered by such transformations. Municipalities with and without transformations also differ in terms of natural and migration movement of the population. It can be concluded that municipal-territorial transformations aimed at simplifying the municipal structure in the country may solve some momentary difficulties, in particular, reduce budget expenditures. But in the future, they may have negative consequences for solving Russia's main problems, including preserving and increasing the country's population.

Демографическая ситуация в республике является невероятно важным фактором социальных процессов. Актуальность отслеживания демографических факторов позволяет более адекватно оценить положение республики, выявить наиболее чувствительные элементы, характерные для заявленного периода, а также проследить политические методы улучшения ситуации, повлиявшие на настоящее положение в республике. Изучение состояния социально-демографических процессов в обозначенный период позволяет упростить задачу формулирования наиболее разумного подхода к вопросам демографии республики, избежать возможной неверной интерпретации наличествующих статистических данных. Понимание ключевых проблем демографии республики позволяет в дальнейшем политической элите сосредоточится на соразмерных с общественными возможностями вопросах в этой сфере. Целью данной работы является выявление специфики социально-демографической ситуации в Республике Северная Осетия-Алания в период 2005-2020 гг. В качестве задач мы можем выделить анализ официальных статистических данных, затрагивающих демографическую ситуацию в республике; определение соответствия демографии республики модели демографического перехода; а также выявление эффективности методов улучшения демографической ситуации пронаталистской политикой. Новизна данной статьи заключается во всестороннем анализе демографического положения республики в обозначенный период с использованием социологических моделей. На основании исследования делается вывод о наличии в республике признаков развитого общества, преодолевшего второй демографический переход с соответственным изменением демографического поведения, откат которого не представляется возможным посредством использования политических методов; однако демографический кризис, наблюдаемый в республике, возможно сгладить, прикладывая усилия к улучшению ситуации в областях, не связанных с изменениями второго демографического перехода, таких как смертность, молодежная миграция и на рынке труда республики. The demographic situation in the republic is an incredibly important factor in social processes. The relevance of tracking demographic factors makes it possible to more adequately assess the state of the republic, identify the most sensitive elements characteristic of the declared period, and also trace the political methods for improving the situation that influenced the current situation in the republic. The study of the state of socio-demographic processes in the designated period makes it possible to simplify the task of formulating the most reasonable approach to the issues of the demography of the republic, to avoid possible misinterpretation of the available statistical data. Understanding the key problems of the republic's demography allows the political elite to focus in the future on issues commensurate with social opportunities in this area. The purpose of this work is to identify the specifics of the socio-demographic situation in the Republic of North Ossetia-Alania in the period 2005-2020. As tasks, we can single out the analysis of official statistical data affecting the demographic situation in the republic; determining the conformity of the demography of the republic with the demographic transition model; as well as identifying the effectiveness of methods for improving the demographic situation by pro-natalist policies. The novelty of this article lies in a comprehensive analysis of the demographic situation of the republic in the designated period using sociological models. On the basis of the study, it is concluded that there are signs of a developed society in the republic that has overcome the second demographic transition with a corresponding change in demographic behavior, the rollback of which is not possible through the use of political methods; however, the demographic crisis observed in the republic can be smoothed out by making efforts to improve the situation in areas not related to the changes in the second demographic transition, such as mortality, youth migration and the labor market of the republic.
