Despite internationalization theory's recognition that place and policy constitute fundamental barriers for the internationalization of small and medium enterprises (SMEs), research into rural‐based firms from the developing world is a much underdeveloped and neglected area. To address the need to examine this gap, the purpose of this study is to identify and compare place and policy challenges of rural SMEs' internationalization in Nigeria. We have developed a model that extends internationalization theory's overemphasis on the structural aspects of these barriers and thereby provide a resolution tool for managers. By using partial least squares (PLS) path modeling methodology, we also administered 403 questionnaires in six of Nigeria's geopolitical zones. Our three‐stage analyses reveal findings that the physical and geographical (or place barrier) challenges account for 90% whilst the traditionally neglected aspects of legal and regulatory barriers score 85%. Therefore, place related barriers should be given slightly higher priority if it is not possible to be given equal recognition in internationalization theory. These findings provide new insights into a more complex picture of SMEs' internationalization in emerging economies. It is recommended that our Human‐centric Hierarchical Model could help inform managers' decision‐making processes on what human aspects they need to prioritize when faced with policy and place barriers. It is also recommended that our model adds social value to SME businesses and provides a new lens for scholars to investigate place and policy related barriers to rural Nigeria's SMEs.

This paper aims to explore the entrepreneurship perception among diverse populations in Romania typically seen as vulnerable. It also aims to provide support regarding how the concept might be useful in considering and designing alternative policy interventions. The vulnerable population groups studied in the paper differ by age (seniors), gender (females), income (low income population) and residence (rural community). The paper attempts to answer three research questions: (1) how attitudes towards entrepreneurship differ among vulnerable population groups; (2) how intention of starting a business varies among studied population; and (3) what is the likelihood and desirability of studied population to consider entrepreneurship as a career choice. The data analysed in the paper are extracted from the Amway Global Entrepreneurship Report (AGER) developed for Romania, for the period 2014-2016. Analysis is conducted by taken into consideration the following dimensions of the “entrepreneurship perception”: attitude towards entrepreneurship, intention of starting a business, entrepreneurship as a career choice, and likelihood of self-employment. The paper aims to contribute to advancing research on the less addressed and less understood entrepreneurship perception among vulnerable populations. In the paper we make recommendations for governmental institutions that are meant to contribute to designing policy interventions that will nurture entrepreneurship spirit in Romania.

The research objective was to obtain information about the effectiveness of the implementation of the Keaksaraan Usaha Mandiri (KUM) in the Community Learning Centre (PKBM) and the Learning Group (Pokjar) in Bogor Regency. Using the CIPP evaluation model which consists of evaluating contexts, inputs, processes and products. The study was conducted for 12 months at six institutions in five sub-districts. The results of the context component study showed that the program was held in illiterate areas in rural and densely populated areas. Organizers and tutors have an understanding of program objectives, while students know he is learning to read and write and skills. In terms of input, most tutors are teachers in formal education with the majority of participants being adult women with jobs as housewives and laborers. The process shows that learning is dominated by the practice of skills rather than habituation in reading, counting and writing which is the main goal. The level of attendance is influenced by the daily activities of students. While the aspects of learning outcomes showed that 10.5 percent of students passed with the title of Very Good. 80.87 percent were declared graduated with Good title, and 11.4 percent were declared graduated with the enough category.
