The article considers the socio-economic dimension of former President Donald John Trump's domestic policy concept in the United States during his presidency from 2016 to 2020. The contradictions between D. Trump's policies and the concept of globalism stand out. During his domestic policy course, D. Trump sought to regain the ability of U.S. leadership to rebuild the country's big industry to achieve the independence of transnational financial capital. His policies had been partially successful and had created the conditions for a redefinition of the concept of globalism. Methodologically, the research, in reviewing Trump's globalist strategy and economic strategy, adopted a socio-economic approach to politics that simultaneously explored geoeconomics and geopolitical issues in their dialectical interactions, including on the socio-economic dimension itself. It concludes that the U.S. elite faced the need to accommodate the interests of the American population, whether Republican or Democrat. Moreover, as asocial phenomenon, Trumpism has shown that the politics of globalism has entered a period of conceptual and resource crisis characterized by its inability to consider the interests of the American population.

How are the systemic constraints transformed through the transmission belt of leader's idiosyncrasies and domestic pressures in order to result in the outcome, which is the pursuance or non-pursuance of regime change policy by the United States? This study analyses the foreign policy decision making of President Bush vis-a-vis Iraq, President Obama vis-a-vis Libya, and President Trump vis-a-vis Iran. It raises the following questions: What is the US policy of regime change, and why and how has it pursued this policy? Why were the US policies different in Iraq, Libya, and Iran, and what have been the implications of these policies upon the region as a whole? While using neoclassical realism as the theoretical paradigm and using qualitative content analysis, this study hypothesizes that the interplay of systemic and domestic level variables results in the foreign policy outcomes in the form of action or inaction towards a particular issue.

Donald Trump, ABD başkanı olarak görev yaptığı ile günden son güne kadar sansasyonel açıklamaları ve düzen karşıtı tutumu ile dikkat çekmiştir. Bu düzen karşıtı tutum sadece kendi ülkesi ile sınırlı kalmamış, aynı zamanda uluslararası ilişkiler ve hukukun yerleşik pratik ve kurallarına savaş açacak bir noktaya varmıştır. "Önce Amerika" sloganında hayat bulan Amerikanizm, Trump yönetiminin politikaları ile çok taraflılık karşısında güçlü bir zemin kazanmıştır. Bu çalışmada, Trump yönetiminin uluslararası hukuk sistemine yönelik düzen karşıtı eylemleri ele alınmaktadır. Bu itibarla çalışma iki ana bölüme ayrılmıştır. Birinci bölümde, Trump yönetiminin ABD'nin menfaatlerine uymayan antlaşmalardan veya örgütlerden rahatlıkla çekilebildiği, çekilme tehdidi ile kendi lehine düzenlemeleri zorunlu kıldığı, bu örgütlere yaptığı finansal katkıları bir silah olarak kullandığı ve uluslararası katılım ve "soft law" araçlarını kendi menfaatine aykırı olan her durumda reddettiği örneklerle gösterilmektedir. İkinci bölümde ise, Trump yönetiminin uluslararası hukukun temel kurallarından bazılarını doğrudan ihlal ettiği, ihlal edilmesine göz yumduğu ve uluslararası kurumlara yönelik söylem ve eylem düzeyinde saldırılar gerçekleştirdiği örneklerle ele alınmaktadır. Çalışmada üç temel iddia ileri sürülmektedir. Birincisi, Trump yönetimi, uluslararası hukukun temel ilkelerini ihlal etmekle ABD'nin üzerine kurulu olduğu çok taraflılık ve enternasyonalizm düşüncelerine ciddi şekilde zarar vermiştir. İkincisi, Trump'ın yaklaşımı modern uluslararası hukukun temelini oluşturan evrensel haklara değil, kendi ulusal çıkarlarına dayanmaktadır. Üçüncüsü, Trump yönetimi ABD'nin çıkarları gerektirdiğinde sadece uluslararası hukuku ihlal etmekle kalmayıp, uluslararası hukuka ve kurumlarına meydan okuyarak onu zayıflatmaktadır.
