SUMMARYIntroduction: The structure of healthcare professionals' economic reasoning (HPER) is still unknown. The aim: The structural validity and the reliability of the HPER questionnaire were evaluated. Methods:The psychometric study about evaluation of the HPER factors was conducted. The healthcare professionals (physicians, dentists, pharmacists) that are employed in healthcare state sector of Republic of Serbia were interviewed. The HPER Questionnaire contained 29 preliminary items. Its structure was evaluated by Principal Component Analisis for categorial and ordinal data. Results: The 9 items that defi ned seven HPER factors were extracted: (1) the negligence of the cost of quality by the administration and fi nancier; (2) the consideration of the market price and healthcare benefi t; (3) market orientation considering patient's requests; (4) the recognition of inadequate resource alocations by non-medical administrative authority; (5) the attitude about redirecting the profi t from state to private healthcare sector; (6) the recognition of the unjustifi ed spending by the healthcare professionals and (7) the relationship physician/patient. Conclusion: The HPER-9 Questionnaire has high structural validity and reliability in the HPER measurement.

“…In other words, paying employees in healthcare system of the Republic of Serbia doesn't off er neither work moral, nor fi nancial satisfaction to their employees, which positively correlates with the indicators of their work's quality. Namely, by analyzing healthcare professionals' attitudes, some authors showed that economy restrictions performed in healthcare system, on both fi nancial and management part, lead to neglecting the health care, but also neglecting the costs of quality in healthcare institutions [27][28][29]. Vuković 2014 performed a study that showed that high level of fi nanciers and menagement's neglect of the costs of quality in healthcare system correlates with disordance in employees' behavior, low work moral, increase of irrational spending and causing the employees' to fall under suspicious encouragement by farmaceutical and other companies to use products with small or with no net benefi t at all, and increase judicial process costs started by healthcare services users or employees' of healthcare organizations [29].…”

Retirement policy is an unavoidable factor for the economic and social stability of the state. In our country, Serbia, the total number of pensioners in 2015 was almost 1.8 million, which is higher in comparison to the time period from 2002 to 2014. According to increased number of pensioners, pension reforms are a crucial step of economic stability for less developed country, such as Serbia. The first step in this question in Serbia was made in 2001, and this change was referred to the raise in the retirement age. Next step was made in 2003 and involved wider ranges of changes than the previous step. Another change in this field was followed by 2005, and it was related to age limit for retirement, which was supposed to increase for 6 months each year during the period from 2008 to 2011, while another change was a gradual pension adjustment. The last step in this road of pension reforms in Serbia has become with adopted Law on Pension and Disability Insurance that entered into force in January 2015, when age limit for retirement was extended for both genders, whereby it is clear that the aim of this measure is to equalize years of service for genders by 2023 and age limit by 2032 when 65 years will be the age limit.
