This research seeks to explore the phenomenon of gotong royong in political funding, which occurred in several districts/cities in Central Java during the election momentum used as one of the political funding strategies. This study uses the concept of campaign funds, and campaign expenditure as an analytical tool. Political funding has an important role because it intersects with many aspects of political activity. Indonesia as a pluralistic and multicultural nation has a variety of local wisdom, one of which is the culture of gotong royong. Especially, practices in the context gotong royong that occurred in Central Java's based political funding of Pilkada, which used as case study in this research. It can be optimised in social terms, and also in the political context. The result of this research is an alternative to political funding that raises public confidence to revive the values of gotong royong culture in building a more established democratic society. Based on the case studies studied, local wisdom-based election political funding alternatives were identified based on several factors. The first factor is building sustainability from the cultural value of gotong royong. Second, through cultural values that are built and then supported by mutual understanding communication among existing stakeholders to strengthen and preserve local wisdom-based political funding. Thirdly, it forms the political awareness of the community, the political awareness of the community that is formed will support candidates who really have the competence to solve regional problems. This research uses a descriptive qualitative approach by observing the dynamics of gotong royong culture as an alternative to political funding which makes this study interesting to be researched more deeply.

This study begins with the condition that almost every election held in Indonesia lacks accountability and transparency in campaign finance report cases. Matched to Mietzner’s (2015) and Briffault’s (2010) reports, there are always problems with the non-functioning of campaign finance arrangements in upholding the principles of transparency and accountability. As a result, the lack of accountability and transparency in implementing campaign finance arrangements often results in conflicts of interest that lead to post-election corruption. This article aims to discover the factors that hinder the functioning of campaign finance regulations that can encourage enforcement transparency and accountability. This research uses normative juridical methods with a comparative law approach. The object of this research is the election campaign funding regulation, especially local elections in Indonesia and focuses on the dysfunctional design of campaign finance regulations on local head elections. We found that the candidates often violate existing campaign finance regulations, with election administrators, law enforcement and the public openly tolerating such violations. Campaign finance regulations continue to develop, but they only prioritize administrative aspects in their implementation. In conclusion, changes needed to optimize fund management are funds obtained from campaigns owned by individuals and then have a reasonable candidate wealth ratio.

This study aims to analyze the influence of audit opinion, characteristics of regional head, and the level of corruption on local government performance in Indonesia. This study uses secondary data with the research population being all local governments in Indonesia with a research sample of 394 observations in 2021. The analysis method used is multiple linear regression analysis. The results of multiple linear regression test show that audit opinion and the education level of the regional head have a positive and significant effect on local government performance. Meanwhile, the experience of the regional head and the level of corruption have a negative and significant effect on local government performance. However, it is known that the age of the regional head has no significant effect on local government performance. This study implies that the better the audit opinion, the better the local government performance, as well as the higher the education level of the regional head, the higher the cognitive complexity possessed by the regional head can further improve local government performance. This study also shows that there is a negative effect on the experience of regional heads and the level of corruption on local government performance. This implies that regional heads with experience as non-bureaucrats can improve local government performance more than regional heads with experience as bureaucrats. In addition, the negative effect of the level of corruption on local government performance implies that the higher the level of corruption that occurs in a region, the worse the performance of the local government. As for the age of the regional head, it is not statistically proven to affect local government performance, this finding reveals that other factors such as experience and education level may be more decisive.
