This research aims to detect the factors that best explain the performance of regional innovation in the European Union (EU), in the year 2019, and compare the obtained results with the factors used to elucidate the performance of regional innovation in the EU during the year 2016. This comparison allowed us to identify the variations that have occurred during these 3 years. The methodology used is quantitative and served to identify the factors that clarify the performance of regional innovation in the EU in 2019. The data collected was treated in the econometric software Eviews10. Estimations used a multiple linear regression method. The attained results show that with the implementation of the Research and Innovation Strategy for Smart Specialization (RIS3), the Leader and Strong Regions benefited from its implementation. On the other hand, Moderate and Modest Regions failed to improve their innovative performance with the implementation of RIS3. On the practical contributions, it provides suggestions to the actors of the triple helix (Academy–Government–Industry) to improve the performance of innovation. Furthermore, it contributes to the theory by updating the knowledge of the existing literature with new dimensions from the 2019 RIS database. This research is original as it allows to appraise the evolution of the open innovative performance of the regions, by using comparative data from 2019 and 2016.

Purpose This paper aims to evaluate whether the integration of smart specialization strategies (S3) into clusters significantly impacts their efficiency for countries that still do not implement this policy. This study tests three effects: whether the kind of policies envisaged through an S3 strategy impacts cluster’s efficiency; whether this impact changes with the technological intensity of the clusters; to determine which S3 is more suitable for sub-clusters at different levels of technological intensity. Design/methodology/approach The Mexican economy is taken as case of study because it has a proper classification of its industries intro Porter’s cluster’s definition but still does not adopt the S3 policy. Through data envelopment analysis (DEA), this study evaluates the cluster’s efficiency increment when variables representing the S3 elements are included. Findings The results show that strategies following the S3 had a significant impact in all clusters, but when clusters were classified by technological intensity, the impact on efficiency is higher in clusters in the medium low-tech group. Practical implications According to the results in the DEA, it can be concluded that these S3 strategies have the potential to increase the clusters’ productivity significantly. These results make convenient the adoption of the S3 policy by countries that already count with a properly cluster definition. Originality/value These findings contribute to the lack of studies that analyze the join implementation of S3 on clusters.

Research and Innovation Strategies for Smart Specialization (RIS3) was integrated as a key piece of the cohesion policy for the European Union (EU) for 2014-2020. A RIS3 is an innovative approach that seeks to increase economic growth and to create jobs in Europe by enabling regions to identify and develop their competitive advantages. During the recent years, more than 120 RIS3 have been developed, being a large-scale EU experience aimed to develop innovation-driven economic transformations at national and regional levels. The objective of this article is to explore the models that best explain innovative employment and the emergence of new markets in Europe's regions. For that purpose, the latest dataset of the Regional Innovation Scoreboard 2019 was used, and regressions performed to identify the main factors behind the impact of regional innovation. The results unveil the 'double edge role' that some variables have on regional innovation, indicating the difficulties of managing different trade-offs and of a standalone innovation policy strategy. Policy measures are discussed to best manage these critical compromises and increase the impact of RIS3.
