This study aims to analyze the role of cross-cultural country differences during a global pandemic. Based on country cultural dimensions and country economic indicators, the research proposes specific policies that might prove of value in order to manage and better respond to present and future critical events such as the 2020 SARS-CoV-2 outbreak. The methodology is based on multivariate analysis for the first set of countries and crosscountry comparative analysis for the second set of countries. Research results reveal the critical role of the cultural dimensions individualism, power distance, masculinity, long-term orientation and indulgence, along with the country economic context in the magnitude of the consequences of a global pandemic within a country specific context. Based on these results, the study proposes policies adjusted to the countries specific cultural and economic frameworks in order to promote the most effective and efficient management of a critical event such as a global pandemic. The purpose of this study is to describe the management of the internationalization process of higher education in the form of self-governance, strategic plans (vision, mission, and objectives), institutional management, curriculum and learning processes, and quality assurance. The research applied a qualitative approach. The scope of the research is limited to the policy/ legal framework for managing the internationalization of higher education at three Islamic universities in Yogyakarta, comprising the State Islamic University of Sunan Kalijaga Yogyakarta, the Islamic University of Indonesia, and the Muhammadiyah University of Yogyakarta. The data collection was conducted through the techniques of; (1) participant observation, (2) in-depth interviews, and (3) document study. The data analyses used are (1) on-site data analysis and (2) cross-site data analysis. The results of the study showed that the process of self-governance towards higher education institutions with international competitiveness was divided into several stages, namely: determination of the vision, mission, and objectives; development of learning and curriculum which are equivalent to foreign universities; recruitment of foreign students and lecturers; and quality assurance that prioritizes technology, ISO standards, orientation changes, and overall quality assurance. The self-governance accommodates the rapid change and unpredictable education situation due to many factors such as technology, social changes, society health issue, and disruption advanced education in pandemic era. In the context of tertiary management, distinctive competences in the future need to be adapted to distinctive management courtesy. For example, the internalization of speech acts according to local culture is one of the characteristics that can improve the sustainability of higher education.

Personal competencies are significant predictors of employee outcome. Nowadays, due to the rapid development of technologies and increased automation level, competency requirements have changed. Therefore, experts develop and make regular updates in the general competencies and in the specific competency models for each industry. In 2018, the European Commission developed the Council Recommendation on Key Competencies for Lifelong Learning, which defines the core competencies necessary to improve performance, to sustain current standards of living and to adapt to market changes. Competency models are particularly significant in order to produce innovations where the educational level and knowledge and the skills and attitude of employees are essential. The purpose of the research is to define the basic concepts of actual competency models and to determine the advantages of their development. This research is a literature review for building a literature background for the next stage of the investigation, which will be empirical research. The outputs of this research are four hypotheses on the influence of the practical application of competency models, including the use of competency models in the development and implementation of training programmes as a positive impact on learners' results and attitude. Use of general competency models does not ensure the implementation of fully-fledged competency-based training programmes in a specific area. The literature review has identified that the major advantages of the development and use of competency models are improved performance and evaluation system optimisation. It is essential for each industry to identify its own competency requirements although there are still specific industries in which competency models have not yet been fully developed. It is concluded that most of the research evidence on competencies is, nevertheless, related to medium and large sized companies and industrial plants. Different approaches are required to analyse and develop competency models depending on the company size.
