Este artículo presenta resultados de investigación acerca de las potencialidades de los recicladores de oficio, organizados en su ejercicio político para promover elreconocimiento constitucional de sus derechos al interior del sistema público de aseo en Bogotá, D.C. Se muestra que este ejercicio ha sido activo y es imprescindible en Colombia para que un grupo social acceda a posibilidades concretas de inclusión; en este caso, ser reconocido en el sistema público de aseo municipal prestando los servicios de aprovechamiento de residuos. Así, se argumenta y concluye que este proceso específico de cambio de la política pública en Bogotá, D.C., entre los años 2012 y 2014, revela complejidad por los diferentes actores que afecta y aún no resuelve retos como los de contribuir a transformar a las organizaciones de recicladores en prestadores exclusivos de este servicio público, bajo formas de economía solidaria.
