Digital technology and rights in the lives of children with disabilities

Abstract: Children with disabilities, especially those from the Global North, often figure into public discourse as beneficiaries of the “digital revolution.” However, if children’s voices and experiences are generally under-considered in digital policy and rights debates, this is even more likely when it comes to disability. Against this background, this article looks at the global rights of children with disabilities in the digital age. We consider the state of digital inclusion and exclusion, as well as the intersect… Show more

“…CAIs have been particularly useful with vulnerable children, for example, children with autism spectrum disorders (Barrow & Hannah 2012), and preschoolers asked about their emotional reactions to health care visits (Fängström et al, 2016). Alper and Goggin (2017) were careful to note that the digital medium that could make communication easier for disabled children made it harder if their particular vulnerabilities and constraints were ignored. Similarly, content and interface need to account for the challenges of resettlement for refugee children.…”

“…It is often left to institutional ethics boards to interpret how children's rights are instantiated, but it is the responsibility of researchers to use methodologies that enable children to exercise those rights, particularly children belonging to marginalized groups with limited power and the potential for exploitation (Alper & Goggin, 2017). Beazley, Bessell, Ennew, and Watson (2009, p. 307) appropriately argue that attending to children's rights translates into "using methods that make it easy for them to express their opinions, views and experiences."…”
