The Pacific Alliance and its influence on South American regionalism

“…The advance in the Pacific Alliance's deep integration in economic terms, but not in institutional terms, highlights the issues of pragmatism, flexibility, and dynamism discussed by Palacio (2020) and Castro Silva (2022), and shows how they influenced the institutional design of Prosur. Their application in Prosur to promote regional governance did not meet expectations since Prosur had difficulties in becoming institutionally established to provide the necessary responses for the region during crises, or responses that are not tied to national governments.…”

The ideas of “free from ideologies” and “without bureaucracy” in Prosur come from “pragmatism” and “flexibility” in the Pacific Alliance, and the idea of an “agile mechanism” comes from “dynamism.” By stating that Prosur would be inspired by the Pacific Alliance, its promoters were indicating their will to design it according to the features they considered successful in the Pacific Alliance and to negotiate them with other members.…”

“…Although many studies debate the idea that the Pacific Alliance's regionalism and the ideological convergence among its four members are drivers of its ideology and identity (Chaves García, 2017; Guerra‐Barón, 2019a, 2019b; Oyarzún Serrano, 2018; Palacio, 2020; Pastrana & Castro, 2019), there is less debate about its socialization effects on its members (Castro Silva, 2022; Rouvinski, 2022). The Pacific Alliance may have had a socializing effect on its members, considering all the presidential summits and meetings with the CEAP, the signing of trade agreements with associated states, and the expansion of the observer states.…”

“…The economic institutionality of the Pacific Alliance was built based on the ideas of “flexibility,” “dynamism,” and “pragmatism” and came about through horizontal interaction between the trans‐governmental and transnational networks within the fourmember countries’ central governments (Castro Silva, 2022). Flexibility, pragmatism, and dynamism share a common understanding regarding how to accomplish goals in regional integration, based on the aim to achieve short‐term results under horizontal interactions, thus avoiding significant time cost in negotiations occurring under complex structures (Castro Silva, 2022).…”
