Development of an Ex-Ante Sustainability Assessment Methodology for Municipal Solid Waste Management Innovations

Abstract: Various municipal solid waste management (MSWM) innovations have emerged in developing countries in face of the challenges posed by increasing waste generation and poor MSWM practice. We present a methodology to assess the potential sustainability impact of MSWM innovations in a holistic manner. The Life Cycle Sustainability Analysis (LCSA) framework and the United Nations (UN) sustainable development goals (SDGs) facilitated the methodology development. The result of applying the methodology to the case of wa… Show more

“…This is in line with the conclusions of Sholeh et al (2019) who conclude that Bandung fails to implement 3 instruments of policy innovation as part of the smart city policy in Bandung, that is, by regulation, economic and financial instruments and soft instruments. The findings are confirmed by other studies (Antasari 2017;Nastiti et al 2018;Taufiq 2018;Wang et al 2018;Hasbiah and Kurniasih 2019;OECD 2019a). Koop and van Leeuwen (2015b) demonstrated a high correlation between the BCI and governance effectiveness as defined by the World Bank (2020).…”

“…More importantly, individual belief and perception (Zamani-Farahani, & Musa, 2012) will influence the response, cultural values and success of the municipal solid waste management system. Nor can it be denied that the impact of perceived community-based behavioral control on waste segregationat-source behavior is essential to the assessment of how to improve municipal solid waste management in order to manage, mitigate and prevent excess waste that has been disposed of in landfills, thereby prolonging the lifespan of the landfill (Wang, Maier, Horn, Hollander, & Aschemann, 2018).…”

“…In the past, it was common to dispose of waste in ditches or dumps without waterproofing, or any environmental care. Studies already performed show segregation at the source, sorting, recycling, and final disposal in landfill (with leachate treatment and gases), lacking only the composting of organic waste, as a scenario of lower environmental impact, compared to other environmentally incorrect methods, such as dumps [21][22][23].…”
