Municipal Solid Waste Management from the Experience of São Leopoldo/Brazil and Zurich/Switzerland

Abstract: The challenge of developing country governments in municipal solid waste management (MSWM) is complex, often ineffective, and does not meet the required technical sustainability, which involves environmental, social, and financial aspects. The purpose of this research is to analyze two distinct waste management systems, in São Leopoldo (Brazil) and in Zurich (Switzerland), to develop a tool called “waste stream mapping” and also to compare the cities systems. The results show positively that the two municipali… Show more

“…According to the current UN Secretary-General, António Guterres, during a global conference on the theme held in Kyrgyzstan in 2017, public service is a critical component to achieve the SDG. It is necessary to explore new approaches, work differently, take risks and innovate (Ghesla et al, 2018;Rada et al, 2018). With this perspective, the focus on the municipal sphere is strategic, since it is the sphere with the lowest federal action, but with short-term results, making it easier to implement public measures for sustainable development (Schneider, 2009;Aracil et al, 2017;Wang et al, 2018).…”

“…Even though the Agenda 2030 focuses on the national level, strategies and actions must be developed in subnational and local levels. In this context, the municipal level can be considered as a main driver to reach these goals, because it is where there is a closer connection between the public power and the community (Rada et al, 2018;Rigamonti et al, 2016;Ghesla et al, 2018). Milani (2005) highlights that the conscient transformation of the local reality is the direct result of municipal development.…”

“…Tortorella et al (2018) utilizaram o MFV em cinco centros de reciclagem para identificar melhorias e aumentar a produtividade, verificando que o Mapa de Fluxo de Valor traz informações valiosas, aumentando insights, mudando paradigmas e construindo consensos. Ghesla et al (2018) mencionam que o mapeamento de fluxo de valor dos sistemas de gestão de resíduos permite obter uma visão geral das informações importantes que foram coletadas em sua pesquisa e as diferenças de processos.…”

“…In this context, the European Union's new waste management guidelines include measures aimed at greater recycling and reuse during the life cycle of products to benefit both the environment and the economy [12][13][14]. Withal, most countries understand that the recycling strategy-that is, the 4Rs (recovery, reuse, regeneration and recycle)-can lead any country to transition to a circular economy [15][16][17][18].…”
