The issue of developing the most efficient approach of funding innovation actions at the present phase of the implementation of cluster policy in the Russia federation is highly important. Exotic direct investments contribute to the triggering the investment procedure in the global economy, indirectly resulting in a rise in sustainability and quality. This study aims to analyze the impact of innovation clusters in the Russian Federation throughout the growth of investment attractiveness and triggering exotic economic integration. The structural, logical, system-functional and comparative analysis are utilized to meet that aim. Given the results, regional investments’ methods on the basis of the cluster means greatly affect investment attractions from huge investors. Nonetheless, investments in individual huge organizations aren’t as constructive as anticipated. It seems completely rational to think that the outcomes of the present shortages of innovation financing are uneven. 2020 was rather challenging for business throughout the globe. The innovative businesses weren’t any exceptions, even though implementing and developing new tools didn’t end and quiche end in some arenas. The investigation of the special literature on the matter under observation permits us to conclude that it is absolutely vital to evaluate the issues of Russian cluster policy and the investment attractiveness of innovative clusters.

The purpose of this research is to study the sustainable development of the region and propose a model for the effective functioning of an innovative cluster that meets modern technologies and economic conditions. The research used empirical, theoretical, general biological methods of scientific knowledge, which allow identifying and substantiating the directions of sustainable development of territories. The work proposes a methodological approach, which consists in the development of organizational and methodological tools for the functioning of the innovation cluster in the context of ensuring sustainable regional development. The feasibility of forming an innovative cluster is due to the fact that it serves as a vector of growth in economic, production and social indicators of the efficiency of the region. The cluster within the region's economy creates infrastructure links that enable the generation, dissemination and application of new technologies and innovations. The authors highlighted the criterion features of the innovative cluster: the presence of modern infrastructure; the use of digital and information and communication technologies; specialization in innovative developments and their introduction into production; Large data and information flows using the latest digital platforms and software products a certain structure of participants. The use of an innovative cluster provides opportunities that contribute to sustainable regional development: ensuring the investment attractiveness of the region, increasing cash flows to the regional economy, increasing gross regional product, increasing business activity of production and financial structures, increasing tax revenues to the budget of the territorial unit, increasing exports of knowledge-based products, developing the regional industrial complex and related industries. The actual problem of creating the most effective system of financing innovation activities at the current stage of cluster policy implementation in Russia is of particular importance and requires close attention. Foreign direct investment contributes to the activation of the investment process in the national economy, which indirectly leads to this process quality and sustainability increase. Besides, under certain conditions, foreign direct investment can contribute to the economy diversification. The competitive pressure created by foreign firms contributes to increased productivity, improved product quality, and the introduction of new management practices. It is worth noting that in times of crisis and political instability, innovation clusters are the main link of communication with foreign investors. Mainly, regional investment strategies based on the cluster approach have a positive impact on investment attraction from large investors. However, investments in individual large enterprises were not as constructive as expected. It is quite logical to assume that the consequences of the current shortage of innovation financing will be uneven. The year 2020 was quite difficult for business not only in Russia, but also around the world. Innovative business was no exception, although the development and implementation of new technologies did not stop, and in some areas even accelerated. The analysis and generalization of the specialized literature on the subject under consideration allows us to come to the conclusion that it is necessary to assess in more detail the problems of Russian cluster policy and the investment attractiveness of innovative clusters.
