Introduction The variety of frameworks and models to describe resilience in the health system has led researchers and policymakers to confusion and the inability to its operationalization. Therefore, the purpose of this study was to create a meta-framework using the Critical Interpretive Synthesis method. Method For this purpose, studies that provide theories, models, or frameworks for organizational or health system resilience in humanitarian or organizational crises were systematically reviewed. The search strategy was conducted in PubMed, Web of Science, Embase, and Scopus databases. MMAT quality appraisal tool was applied. Data were analysed using MAXQDA 10 and the Meta-ethnography method. Results After screening based on eligibility criteria, 43 studies were reviewed. Data analysis led to the identification of five main themes which constitute different framework dimensions. Health system resilience phases, attributes, tools, and strategies besides health system building blocks and goals are various dimensions that provide a systematic framework for health system resilience analysis. Discussion This study provides a systemic, comprehensive framework for health system resilience analysis. This meta-framework makes it possible to detect the completeness of resilience phases. It examines the system’s resilience by its achievements in intermediate objectives (resilience system attributes) and health system goals. Finally, it provides policy solutions to achieve health system resilience using tools in the form of absorptive, adaptive, and transformative strategies.

Environmental uncertainty, social public events and increasing challenges has raised the urgency for the need to improve organisational resilience of construction projects, which is of great significance to the success and governance of construction projects. This study explores the organisational resilience factors that affect the success of construction projects based on a literature review and the actual situation and abstracts them into four explanatory variables: situation monitoring, organisational structure, organisational culture and participants. Through the crisp-set Qualitative Comparative Analysis (csQCA) method, 15 Chinese cases that meet the research conditions are compared and analysed, and two effective conditional configurations obtained. The results show that in the absence of timely monitoring of the changes in the situation, flexible organisational structure, cohesive organisational culture and participation of multiple subjects can promote the success of the construction project. The synergy of multiple participants can make up for the lack of organisational culture to a certain extent. Moreover, public participation and big data applications should be given full attention in the improvement of organisational resilience. This study can provide a basis for construction projects to reasonably match organisational resilience conditions to cope with crisis and challenges.

Purpose Project selection is a critical decision for any organization seeking to commission a large-scale construction project. Project selection is a complex multi-criteria decision-making problem with significant uncertainty and high risks. Fuzzy set theory has been used to address various aspects of project uncertainty, but with key practical limitations. This study aims to develop and apply a novel Pythagorean fuzzy sets (PFSs) approach that overcomes these key limitations. Design/methodology/approach The study is particular to complex project selection in the context of increasing interest in resilience as a key project selection criterion. Project resilience is proposed and considered in the specific situation of a large-scale construction project selection case study. The case study develops and applies a PFS approach to manage project uncertainty. The case study is presented to demonstrate how PFS is applied to a practical problem of realistic complexity. Working through the case study highlights some of the key benefits of the PFS approach for practicing project managers and decision-makers in general. Findings The PFSs approach proposed in this study is shown to be scalable, efficient, generalizable and practical. The results confirm that the inclusion of last aggregation and last defuzzification avoids the potentially critical information loss and relative lack of transparency. Most especially, the developed PFS is able to accommodate and manage domain expert expressions of uncertainty that are realistic and practical. Originality/value The main novelty of this study is to address project resilience in the form of multi-criteria evaluation and decision-making under PFS uncertainty. The approach is defined mathematically and presented as a six-step approach to decision-making. The PFS approach is given to allow multiple domain experts to focus more clearly on accurate expressions of their agreement and disagreement. PFS is shown to be an important new direction in practical multi-criteria decision-making methods for the project management practitioner.
