“…A resilient system with a good understanding of its existing situation, including the operational environment, needs, and resources, can well predict future internal and external changes as well as timely informing decision-makers and the public about crisis and its potential implications on the system [ 10 , 20 , 23 , 31 , 48 , 65 ]. Kruk et al named this attribute “cognitive capacity” and defined it as the ability of the system to detect and interpret shocks and chronic challenges (sense-making) [ 32 ].…”

“…Resilience engineering is a new method of thinking about problems and opportunities (Pellissier, 2010), as well as new concepts, tools and methods of evaluating flexibility and thinking about safety (Hollnagel et al, 2006). It pertains to how the capacity of organisations at all levels can be improved to build strong and flexible processes (Omidvar et al, 2017). Pellissier (2010) proposed organisational innovation can be promoted if the idea of resilience engineering is incorporated into the business foundation.…”

“…The literature review was undertaken to obtain a representative starting list of potential evaluation criteria. The focus of the literature review was on papers related to the subject of resilience (Birgani and Yazdandoost, 2018; Haldar et al , 2012; Hosseini et al , 2019; Omidvar et al , 2017; Parkouhi and Ghadikolaei, 2017; Kochan and Nowicki, 2018). The initial criteria list was then reviewed and supplemented by project manager domain experts.…”
