Developing Nordic Cooperation in Renewable Electricity Policy: Exploring Views from Finland and Sweden

Abstract: Calls for extending Nordic cooperation in the energy sector consider increased cooperation to be a tool to further support the creation of a smart Nordic energy system and realize the sustainable energy transition. To enhance our understanding of the state of Nordic energy cooperation, this article focuses on renewable electricity policy development in Finland and Sweden against the backdrop of facilitating and accelerating the Nordic energy transition. Building on previous research, the respective policy land… Show more

“…The largest amounts were invested in the wind, biomass, and hydropower energy sectors (Kilpeläinen, 2020 confirm this result [18]) during the whole period under review. Finland had the most installed electricity capacity in these mentioned sectors and produced the most renewable energy (there was not statistical dependence between investments from public financial institutions and installed electricity capacity either between investments and electricity generation based on the "p" values).…”

“…Threats posed by energy security issues can be mitigated either domestically or through international cooperation. Northern European countries, for example, have an agreement known as the "Nordic Program for Cooperation on Energy Policy" (Kilpeläinen, 2020). Norway is a country in Northern Europe that is relatively well-established in terms of energy resources.…”

“…Norway is a country in Northern Europe that is relatively well-established in terms of energy resources. This reason is inextricably linked to several Norwegian investments and state-owned companies engaged in North Sea exploration, exploitation, and production (Kilpeläinen, 2020). However, to meet its energy needs, this region is developing renewable energy sources such as wind and water.…”

“…To ensure the robust and sustainable supply and demand while facing an uncertain climatic future, requires efficient cross-technology integration and, in turn, close collaboration and communication between end-users and climate service/data providers [6][7][8] in order to mediate imminent challenges such as data accessibility, formats and commercial interests [9]. Non-technological barriers include political, social and legal challenges [10,11], but are all outside the scope of this study. That said, the Nordic electricity market offers special opportunities for the efficient and joint management of wind, solar, and hydropower, since hydropower reservoirs, which dominate the Nordic electricity market [12], can act as electricity storage, and at the same time constitute a very flexible production facility.…”
